<br />Chairman Morris opened the public hearing at 6:45 p.m. The public hearing
<br />notice was posted on the County's website (www.cabarruscounty.us) on November
<br />8, 2017 in accordance with Article 2, Administration, Section 2.1 (Use of
<br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of
<br />Ordinances.
<br />There was no one present to address the Board; therefore, Chairman Morris
<br />closed the public hearing.
<br />UPON MOTION by Commissioner Shue, seconded by Commissioner Kiger and
<br />unanimously carried, the Board approved an economic development investment
<br />agreement (three-year, 85 percent) between Project Mix and Cabarrus County, and
<br />authorized the County Manager to execute the agreement on behalf of the Board,
<br />subject to review or revision by the County Attorney.
<br />(G-2) Department of Human Services - M9 Community Transportation Capital
<br />Grant - Public Hearing 6:30 p.m.
<br />Bob Bushey, Department of Human Services (DHS), Transportation Manager
<br />reported this year's 5311 Community Transportation Capital Grant is for $312,250
<br />with a 10 percent local match of $31,255. Mr. Bushey further reported the grant
<br />will be used to purchase five replacement vehicles as well as 25 tablets for
<br />transportation vehicles. He stated a public hearing and adoption of related
<br />resolutions is required.
<br />Chairman Morris opened the public hearing at 6:46 p.m. The public hearing
<br />notice was published in English and Spanish on November 8, 2017 in The
<br />Independent Tribune. The public hearing notice was also posted on the County's
<br />website (www.cabarruscounty.us) in English and Spanish on November 8, 2017 in
<br />accordance with Article 2, Administration, Section 2.1 (Use of Electronic Means
<br />to Provide Public Notices) of the Cabarrus County Code of Ordinances.

<br />UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Shue and
<br />unanimously carried, the Board accepted the FY19 5311 Community Transportation
<br />Capital Grant and adopted the related resolutions.

<br />PUBLIC TRANSPORTATION PROGRAM RESOLUTION
<br />FY 2019 RESOLUTION
<br />Section 5311 (including ADTAP), 5310, 5339, 5307 and applicable State funding,
<br />or combination thereof.
<br />Applicant seeking permission to apply for Community Transportation Program
<br />funding, enter into agreement with the North Carolina Department of
<br />Transportation, provide the necessary assurances and the required local match.
<br />A motion was made by Vice Chairman Diane R. Honeycutt seconded by Commissioner
<br />Lynn W. Shue for the adoption of the following resolution, and upon being put
<br />to a vote was duly adopted.
<br />WHEREAS, Article 2B of Chapter 136 of the North Carolina General Statutes
<br />and the Governor of North Carolina have designated the North Carolina
<br />Department of Transportation (NCDOT) as the agency responsible for
<br />administering federal and state public transportation funds; and
<br />WHEREAS, the North Carolina Department of Transportation will apply for
<br />a grant from the US Department of Transportation, Federal Transit
<br />Administration and receives funds from the North Carolina General Assembly
<br />to provide assistance for rural public transportation projects; and
