Rankin is authorized to file, on behalf of the Governing Body, an application contract in the form prescribed by the Governor's Highway Safety Program for federal funding in the amount of $10,000.00 to be made to the Governing Body to assist in defraying the cost of the project described in the contract application; and 3. That the Governing Body has formally appropriated the cash contribution of $0.00 as required by the project contract; and 4. That the Project Director designated in the application contract shall furnish or make arrangement for other appropriate persons to furnish such information, data, documents and reports as required by the contract, if approved, or as may be required by the Governor's Highway Safety Program; and 5. That certified copies of this resolution be included as part of the contract referenced above; and 6. That this resolution shall take effect immediately upon its adoption. Pursuant to N.C.G.S. 20-187.2, it is requested that Deputy Pope's service weapon (Sig Sauer P226, 40 caliber, serial number 47A042239) be declared surplus and awarded to him for the price of $1.00. UPON NUTION by Commissioner Kiger, seconded by Commissioner Shue and unanimously carried, the Board declared a service weapon (Sig Sauer P226, 40 caliber, serial number 47AD42239) as surplus property and awarded it to Deputy Pope for the price of $1.00 upon his retirement. (F-11) Tax Administration - Refund and Release Reports - October 2017 The Release Report contains taxpayers' names, bill numbers, valuations, tax amounts, along with the justifications for releasing the valuation/tax amounts for outstanding levies in accordance with N.C.G.S. 105-381. The Refund Report is a summary sheet which lists data from each refund request form, along with the justification for the refunds to the taxpayers in accordance with N.C.G.S. 105-381. Note: Due to the transition of motor vehicles onto the new North Carolina Vehicle Tax System (NCVTS), motor vehicle -related refunds and releases will begin to be displayed on the new report generated by NCVTS. UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue and unanimously carried, the Board approved the September 2017 Refund and Release Reports as submitted, including the NCVTS Refund Report, and granted authority to the Tax Collector to process the refunds and releases. The report is hereby incorporated into the minutes by reference and is on file with the Clerk to the Board. (G) NEW BUSINESS (G-1) Economic Development Investment - Project Mix - Public Hearing 6:30 p.m. LeeAnn Nixon, Cabarrus Economic Development Corporation (EDC), Existing Industry Project Manager presented a request for an economic development investment for Project Mix/PreGel America. Project Mix is considering expanding their existing operations located at 4450 Fortune Avenue NW in Concord and proposes a projected taxable investment in Cabarrus County of approximately $14 million over four years which includes $9 million in real property (110,000 sq. ft. that includes 10,000 sq. ft. freezer) and $5 million in personal property (five manufacturing lines) pursuant to North Carolina General Statute 158.7.1. A three-year grant .equivalent to 85 percent of the ad valorem taxes on the increase in real and personal property tax values is requested. A public hearing is required.
