November 20, 2017 (Regular Meeting) <br />Page 3356 <br />2. That Lieutenant Aaron T. Rankin is authorized to file, on behalf of the <br />Governing Body, an application contract in the form prescribed by the <br />Governor's Highway Safety Program for federal funding in the amount of <br />$10,000.00 to be made to the Governing Body to assist in defraying the cost <br />of the project described in the contract application; and <br />3. That the Governing Body has formally appropriated the cash contribution of <br />$0.00 as required by the project contract; and <br />4. That the Project Director designated in the application contract shall <br />furnish or make arrangement for other appropriate persons to furnish such <br />information, data, documents and reports as required by the contract, if <br />approved, or as may be required by the Governor's Highway Safety Program; <br />and <br />5. That certified copies of this resolution be included as part of the contract <br />referenced above; and <br />6. Morrie, chairman) <br />ATTESTED BY /s/ Terri Lea Hugie <br />(Clerk) <br />DATE: November 20, 2017 <br />(F-10) Sheriff's Office - Request to Award a Service Weapon to Deputy Chris <br />Pope Upon Retirement <br />Deputy Chris Pope will retire from the Cabarrus County Sheriff's Office <br />on December 1, 2017. Pursuant to N.C.G.S. 20-187.2, it is requested that Deputy <br />Pope's service weapon (Sig Sauer P226, 40 caliber, serial number 47A042239) be <br />declared surplus and awarded to him for the price of $1.00. <br />UPON NUTION by Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board declared a service weapon (Sig Sauer P226, 40 <br />caliber, serial number 47AD42239) as surplus property and awarded it to <br />Deputy Pope for the price of $1.00 upon his retirement. <br />(F-11) Tax Administration - Refund and Release Reports - October 2017 <br />The Release Report contains taxpayers' names, bill numbers, valuations, <br />tax amounts, along with the justifications for releasing the valuation/tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105-381. The Refund <br />Report is a summary sheet which lists data from each refund request form, along <br />with the justification for the refunds to the taxpayers in accordance <br />with N.C.G.S. 105-381. <br />Note: Due to the transition of motor vehicles onto the new North Carolina <br />Vehicle Tax System (NCVTS), motor vehicle -related refunds and releases will <br />begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the September 2017 Refund and Release <br />Reports as submitted, including the NCVTS Refund Report, and granted authority <br />to the Tax Collector to process the refunds and releases. The report is hereby <br />incorporated into the minutes by reference and is on file with the Clerk to the <br />Board. <br />(G) NEW BUSINESS <br />(G-1) Economic Development Investment - Project Mix - Public Hearing 6:30 p.m. <br />LeeAnn Nixon, Cabarrus Economic Development Corporation (EDC), Existing <br />Industry Project Manager presented a request for an economic development <br />investment for Project Mix/PreGel America. Project Mix is considering expanding <br />their existing operations located at 4450 Fortune Avenue NW in Concord and <br />proposes a projected taxable investment in Cabarrus County of approximately $14 <br />million over four years which includes $9 million in real property (110,000 sq. <br />ft. that includes 10,000 sq. ft. freezer) and $5 million in personal property <br />(five manufacturing lines) pursuant to North Carolina General Statute 158.7.1. <br />A three-year grant .equivalent to 85 percent of the ad valorem taxes on the <br />increase in real and personal property tax values is requested.
