December 9, 2017 (Work Session) Page 3369 <br />Larry Phillips, Salvation Army Advisory Board, incoming Chairman was also <br />in attendance. <br />Infrastructure and Asset Management - Parking Deck Update <br />Kyle Bilafer, Area Manager of Operations provided an update on the parking <br />deck project including the contract status, initial construction schedule, <br />utilities and current geotechnical and environmental findings. Mr. Bilafer <br />reported staff is in negotiations with property owners to lease needed parking <br />for those employees that do not park in the Governmental Center. He stated <br />construction is to begin January 8, 2018. He also responded to questions from <br />the Board. <br />Discussion Items for Action at December 18, 2017 Meeting <br />County Manager - Co. Mill Force Main Easement <br />Tim Lowder, Cabarrus County Schools (CCS), Executive Director of <br />Operations reported Cox Mill Elementary School is served by a sewer pump station <br />and force main that lies in the right-of-way of Cox Mill Road. Mr. Lowder <br />further reported an agreement has been made with the developer of an adjacent <br />residential development that would allow Cox Mill Elementary School to connect <br />into a force main for the residential development. A significant savings would <br />be realized with this option. However, an easement is required from Cabarrus <br />County as the property owner of Cox Mill Elementary. Mr. Lowder stated the costs <br />would be paid by CCS from the Maintenance Funds for the relocation of the force <br />main. <br />Jonathan Marshall, Deputy County Manager requested the Board consider <br />approval of the easement at this time due to time constraints. <br />UPON MOTION by Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item due to time constraints. <br />Commissioner Shue MOVED to approve the easement with authorization for <br />the County Manager to sign the agreement pending review and approval of the <br />County Attorney. Vice Chairman Honeycutt seconded the motion. <br />Following a brief discussion, the MOTION unanimously carried <br />Kannapolis City Schools - Funding Request for Kannapolis Middle School Contract <br />Will Crabtree, Kannapolis City Schools (KCS), Director of Business <br />Operations requested funds in the amount of $910,696 for a change order for the <br />contractor of Kannapolis Middle School. Mr. Crabtree stated the remaining <br />contingency fund balance on this project is $288,193 leaving $121,903 to be <br />funded from additional sources. <br />A lengthy discussion ensued. During discussion, Mr. Crabtree, Susan <br />Fearrington, Finance Director, and Mike Downs, County Manager responded to <br />questions from the Board. <br />Kannapolis City Schools - Kannapolis City Schools Request Funds to Match Federal <br />Grant <br />Will Crabtree, Kannapolis City Schools (KCS), Director of Business <br />Operations requested matching funds of $85,000 for a federal grant awarded to <br />the McKnight Child Development Center in the amount of $255,ODO. The grant will <br />be used to upgrade the HVAC system and provide much needed restroom facilities. <br />Funding for the $85,000 is proposed to come from the Board of Commissioners' <br />Contingency Fund. <br />A brief discussion ensued. <br />Active Living and Parks - 2017 Fees and Charges Policy <br />Londa Strong, Active Living and Parks Director presented a request to <br />update the Active Living and Parks Fees and Charges Policy. Ms. Strong reported <br />the Active Living and Parks Commission and the Cabarrus County Senior Centers <br />Advisory Council have approved the proposed changes. <br />Byron Haigler, Active Living and Parks Assistant Director provided a brief <br />summary of the proposed changes to the policy. <br />
