Infrastructure and Asset Management - Parking Deck Update Kyle Bilafer, Area Manager of Operations provided an update on the parking deck project including the contract status, initial construction schedule, utilities and current geotechnical and environmental findings. Mr. Bilafer reported staff is in negotiations with property owners to lease needed parking for those employees that do not park in the Governmental Center. He stated construction is to begin January 8, 2018. He also responded to questions from the Board. Discussion Items for Action at December 18, 2017 Meeting County Manager - Co. Mill Force Main Easement Tim Lowder, Cabarrus County Schools (CCS), Executive Director of Operations reported Cox Mill Elementary School is served by a sewer pump station and force main that lies in the right-of-way of Cox Mill Road. Mr. Lowder further reported an agreement has been made with the developer of an adjacent residential development that would allow Cox Mill Elementary School to connect into a force main for the residential development. A significant savings would be realized with this option. However, an easement is required from Cabarrus County as the property owner of Cox Mill Elementary. Mr. Lowder stated the costs would be paid by CCS from the Maintenance Funds for the relocation of the force main. Jonathan Marshall, Deputy County Manager requested the Board consider approval of the easement at this time due to time constraints. UPON MOTION by Commissioner Shue, seconded by Vice Chairman Honeycutt and unanimously carried, the Board suspended its Rules of Procedure in order to take action on this item due to time constraints. Commissioner Shue MOVED to approve the easement with authorization for the County Manager to sign the agreement pending review and approval of the County Attorney. Vice Chairman Honeycutt seconded the motion. Following a brief discussion, the MOTION unanimously carried Kannapolis City Schools - Funding Request for Kannapolis Middle School Contract Will Crabtree, Kannapolis City Schools (KCS), Director of Business Operations requested funds in the amount of $910,696 for a change order for the contractor of Kannapolis Middle School. Mr. Crabtree stated the remaining contingency fund balance on this project is $288,193 leaving $121,903 to be funded from additional sources. A lengthy discussion ensued. During discussion, Mr. Crabtree, Susan Fearrington, Finance Director, and Mike Downs, County Manager responded to questions from the Board. Kannapolis City Schools - Kannapolis City Schools Request Funds to Match Federal Grant Will Crabtree, Kannapolis City Schools (KCS), Director of Business Operations requested matching funds of $85,000 for a federal grant awarded to the McKnight Child Development Center in the amount of $255,ODO. The grant will be used to upgrade the HVAC system and provide much needed restroom facilities. Funding for the $85,000 is proposed to come from the Board of Commissioners' Contingency Fund. A brief discussion ensued. Active Living and Parks - 2017 Fees and Charges Policy Londa Strong, Active Living and Parks Director presented a request to update the Active Living and Parks Fees and Charges Policy. Ms. Strong reported the Active Living and Parks Commission and the Cabarrus County Senior Centers Advisory Council have approved the proposed changes. Byron Haigler, Active Living and Parks Assistant Director provided a brief summary of the proposed changes to the policy.
