December 4, 2017 (Work Session) Page 3370 <br />A brief discussion ensued. During discussion, Ms. Strong and Mr. Haigler <br />responded to questions from the Board. <br />Board of Commissioners - Commissioner Appointments for 2018 <br />Chairman Morris reported the chart outlining commissioner appointments to <br />various boards and committees and appointments as liaisons to the surrounding <br />municipalities for 2018 is included in the Agenda. <br />A brief discussion ensued. During discussion, Terri Lea Hugie, Clerk to <br />the Board responded to questions from the Board. Chairman Morris requested the <br />Board provide any changes prior to the December 18, 2017 regular meeting. <br />Board of Commissioners - Resolution Establishing the Board of Commissioners' <br />2018 Meeting Schedule <br />Chairman Morris announced the Resolution for the Board of Commissioners' <br />2018 Meeting Schedule includes the Boards' regular meeting schedule as well as <br />potential educational and conference opportunities they may choose to attend. <br />He reviewed potential changes to the meeting schedule due to holidays, retreats <br />and budget workshops. <br />Terri Lea Hugie, Clerk to the Board requested feedback and responded to <br />questions from the Board. <br />County Manager - Approval to Request Annexation for Elementary School Property <br />Jonathan Marshall, Deputy County Manager stated property purchased by the <br />County will need annexation for utilities. Upon request from the Town of <br />Harrisburg and staff's recommendation, Mr. Marshall requested the Board's <br />approval for annexation of the property into the Town of Harrisburg in order to <br />connect to the Town's water and sewer services. <br />A brief discussion ensued. <br />County Manager and Human Resources - Modification to the Law Enforcement Fair <br />Standards Labor Act (FSLA) 207E Fluctuating Workweek Method <br />Note: This item was moved to the January 2018 Work Session. <br />Department of Human Services - FY18 Home and Community Care Block Grant (HCCBG) <br />Funding Plan Revision <br />Anthony Hodges, Adult and Aging Services Program Administrator reported <br />the FY18 Home and Community Care Block Grant (HCCBG) funding plan was approved <br />in June based on FY17 data from the State; the FY18 data had not been released. <br />Now that the State has released the FY18 data, Cabarrus County has received a <br />2.85 percent increase in funding. This increase was divided among all services, <br />each receiving 2.85 percent. Mr. Hodges requested approval of a 2.85 percent <br />increase totaling an additional $2,458 in matching funds as required by the <br />grant. <br />Finance - Budget Write off of Capital Project in the Construction and Renovation <br />Fund and the School Construction Fund <br />Susan Fearrington, Finance Director reported budgeted revenues and <br />expenditures need to be written off and their respected project ordinances <br />reduced as school projects are completed or transferred to other capital project <br />funds. She stated this is needed from time to time for better accounting and <br />tracking purposes. Ms. Fearrington further stated a list of projects and fund <br />information will be provided for review and approval at the December 18, 2017 <br />regular meeting. <br />Finance - Contractual Incentive Payment for SMG (Cabarrus Arena) <br />Susan Fearrington, Finance Director reported each year the contract <br />between Cabarrus County and SMG, the operator of the Cabarrus Arena and Events <br />Center, is reviewed to insure goals were met. She stated, per the contract, the <br />annual incentive payments have been calculated using quantitative and <br />qualitative measurements. She further stated this year the annual incentive <br />payments total $65,826 and the calculations have been reviewed and are in line <br />with the contract. <br />A discussion ensued. During discussion, Ms. Fearrington responded to <br />questions from the Board. She was directed to provide a five-year comparison of <br />incentive payments. <br />
