He stated the County's only obligation would be to <br />provide 85 percent of new property tax revenues from new development within the <br />Municipal Service District, the County would not be obligated to any specific <br />amount of funding per year, and the City would assume all risk between projected <br />funding needs and actual funding. <br />A lengthy discussion ensued. During discussion, Mr. Legg responded to <br />questions from the Board. <br />Chairman Morris announced he is a business tenant in downtown Kannapolis. <br />He reported he consulted with the County Attorney and per the County Attorney's <br />instructions does not need to be recused from voting on this request. <br />Richard Koch, County Attorney stated some of the property included in the <br />new Interlocal agreement is included in the existing Interlocal agreement <br />between the City of Kannapolis and Cabarrus County. He advised the County's <br />Bond Council, Steve Cordell is being consulted on the requested Interlocal <br />agreement to ensure the new agreement will not adversely affect the County's <br />credit or bond rating. He suggested language be included in the motion in that <br />regard. <br />Mike Downs, County Manager advised the motion for the agreement should <br />include language clarifying the County is not assuming any debt. <br />UPON MOTION by Chairman Morris, seconded by Commissioner Shue and <br />unanimously carried, the Board authorized the County Manager to execute the <br />agreement on behalf of Cabarrus County subject to review or revisions by the <br />County Attorney and/or the County's Bond Council. <br />Darrell Hinnant, Kannapolis Mayor, Town Councilmen Tom Kincaid and Ryan <br />Dayvault and several Kannapolis City staff members were also present. <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br />(H-1) Firemen's Relief Fund Trustees <br />The Cabarrus County Volunteer Fire Departments have submitted the <br />following individuals for reappointment as Firemen's Relief Fund Trustees*: <br />Volunteer <br />Department <br />Jerry Helms <br />lien <br />David R.
