January 16, 2018 (Regular Meeting) Page 3424 • Financial Plan Mr. Legg requested the County's participation in an Interlocal agreement with a 20 -year duration. He stated the County's only obligation would be to provide 85 percent of new property tax revenues from new development within the Municipal Service District, the County would not be obligated to any specific amount of funding per year, and the City would assume all risk between projected funding needs and actual funding. A lengthy discussion ensued. During discussion, Mr. Legg responded to questions from the Board. Chairman Morris announced he is a business tenant in downtown Kannapolis. He reported he consulted with the County Attorney and per the County Attorney's instructions does not need to be recused from voting on this request. Richard Koch, County Attorney stated some of the property included in the new Interlocal agreement is included in the existing Interlocal agreement between the City of Kannapolis and Cabarrus County. He advised the County's Bond Council, Steve Cordell is being consulted on the requested Interlocal agreement to ensure the new agreement will not adversely affect the County's credit or bond rating. He suggested language be included in the motion in that regard. Mike Downs, County Manager advised the motion for the agreement should include language clarifying the County is not assuming any debt. UPON MOTION by Chairman Morris, seconded by Commissioner Shue and unanimously carried, the Board authorized the County Manager to execute the agreement on behalf of Cabarrus County subject to review or revisions by the County Attorney and/or the County's Bond Council. Darrell Hinnant, Kannapolis Mayor, Town Councilmen Tom Kincaid and Ryan Dayvault and several Kannapolis City staff members were also present. (H) APPOINTMENTS TO BOARDS AND COMMITTEES (H-1) Firemen's Relief Fund Trustees The Cabarrus County Volunteer Fire Departments have submitted the following individuals for reappointment as Firemen's Relief Fund Trustees*: Volunteer Department Jerry Helms lien David R. Recommendations are submitted by each of the respective volunteer fire departments. UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue and unanimously carried, the Board reappointed: Jerry Helms, (Allen); David R. Blackwelder, (Cold Water); Joey Houston, (Flowes Store); Kelly Whitley, (Georgeville); Lee Connor, (Harrisburg); Joe Eudy, (Midland); Bobby Kanipe, (Mount Mitchell); Del Eudy, (Mount Pleasant Rural); Dylan Daquila, (North East); Danny Brown, (Odell), and Earlene Cox (Rimer) to the Firemen's Relief Fund Trustees for two-year terms ending January 31,'2020.
