<br />The Board of Commissioners for the County of Cabarrus met for a Board
<br />Retreat at the Laureate Center at Kannapolis City Hall in Kannapolis, North
<br />Carolina on Friday, January 19, 2018 at 4:00 p.m.
<br />Present - Chairman: Stephen M. Morris
<br />Vice Chairman: Diane R. Honeycutt
<br />Commissioners: F. Blake Kiger

<br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy
<br />County Manager; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area
<br />Manager of Operations; Terri Lea Hugie, Clerk to the Board; Kasia Thompson,
<br />Communications and Outreach Manager; Jonathan Weaver, Multi -Media Journalist;
<br />Kristin Jones, Budget and Performance Manager; Lauren Tayara, Budget Analyst;
<br />and Kelly Sifford, Planning and Development Director.
<br />The following persons were also present:
<br />Cabarrus County Schools: Dr. Chris Lowder, Superintendent; Lynn Rhymer,
<br />Assistant Superintendent of Operations; Tim Lowder, Executive Director of
<br />Operations, Brian Cone, Director of Construction; Kelly Kluttz, Chief Finance
<br />Officer; Cabarrus County Schools Board of Education Members: Cindy Fertenbaugh,
<br />Board Chairman; Carolyn Carpenter, Board Vice Chairman; and School Board Members
<br />Barry Shoemaker, Robert Kirk and David Harrison.
<br />Kannapolis City Schools: Dr. Chip Buckwell, Superintendent; Dr. Kelly
<br />Burgess, Assistant Superintendent; Will Crabtree, Director of Business
<br />Operations and Kannapolis City Schools Board of Education member Kevin Clark.
<br />Rowan-Cabarrus Community College: Dr. Carol Spalding, President; Janet
<br />Spriggs, Chief Operating Officer; and Jonathan Chamberlain, Chief Officer,
<br />College Environment.
<br />Also present: Ron Smith, Centralina Council of Governments and Bill McCoy,
<br />Emeritus Faculty of the UNCC Urban Institute.
<br />Chairman Morris called the meeting to order at 4:14 p.m.
<br />Welcoma, Introductions and Overview
<br />County Manager Mike Downs welcomed staff and guests and reviewed the
<br />retreat agenda for the day. He then recognized Ron Smith, Executive Director,
<br />Centralina Council of Governments (CCOG). Mr. Smith commented on the goals and
<br />efforts of the CCOG to involve the municipalities.
<br />Economic Forecast
<br />Jonathan Marshall, Deputy County Manager provided a brief bio as an
<br />introduction of Bill McCoy, Emeritus Faculty of the UNCC Urban Institute.
<br />Mr. McCoy presented an economic forecast of Cabarrus County via a
<br />PowerPoint presentation titled "Cabarrus County Overview." Topics included:
<br />regional focus, population growth, race and ethnicity, population by minimum
<br />level of education, household income, median home value, high school graduation
<br />rate, urban growth model and jobs.
<br />Following the presentation, there was discussion with Mr. McCoy responding
<br />to questions.
<br />Dinner Break
<br />The Board took a dinner break at 5:33 p.m. The meeting resumed at 6:22
<br />p.m.
<br />Cabarrus County Schools
<br />Dr. Chris Lowder, Superintendent, Tim Lowder, Executive Director of
<br />Operations, and Kelly Kluttz, Chief Finance Officer reviewed a PowerPoint
<br />presentation titled "10 Year Planning Document." Topics included: ongoing
<br />projects; addressing aging schools; the recommended timeline; the 6 to 10 -year
<br />capital projects forecast; immediate CIP needs; and a highlight of 2018-2019
<br />budget request expansion and continuation items.
<br />Throughout the presentation, Dr. Lowder, Mr. Lowder, and Ms. Kluttz
<br />responded to questions from board members.
