February 19, 2018 (Regular Meeting) Page 3457 <br />(F-14) Tax Administration - Advertisement of 2017 Delinquent Taxes <br />North Carolina General Statute 105-369 requires counties to report the <br />amount of unpaid taxes for the current year, 2017, that are liens on real <br />property, less bankruptcies and Property Tax Commission (PTC) appeals; and to <br />set the advertisement date. <br />2017 REAL ESTATE 8,050,692.62 <br />Less: Bankruptcies 45,017.17 <br />PTC Appeals 1,332.81 <br />Total (As of February 5, 2018) 8,004,342.64 <br />Date of Advertisement of Tax Liens: March 25, 2018 <br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the report for the 2017 outstanding <br />delinquent taxes that have a lien on real property and ordered the Tax <br />Administrator (Interim) to advertise these liens on March 25, 2018. <br />ORDER OF THE BOARD OF COUNTY CO(M7ISSIONERS <br />IN ACCORDANCE WITH N.C.G.S. 105-369 <br />State of North Carolina <br />County of Cabarrus <br />TO: David Thrift, Interim Tax Administrator of Cabarrus County/Real <br />Property Manager <br />You are hereby authorized, empowered and commanded to advertise tax liens on <br />real property for failure to pay 2017 property taxes. You shall advertise said <br />liens by posting a notice of liens at the county courthouse and by publishing <br />each lien at least one time in a newspaper having general circulation in the <br />taxing unit. Advertisement of the liens shall be made on Sunday March 25, 2018. <br />This order shall be a full and sufficient authority to direct, require and <br />enable you to advertise said liens in accordance with North Carolina General <br />Statute 105-369. The Refund <br />Report is a summary sheet which lists data from each refund request form, along <br />with the justification for the refunds to the taxpayers in accordance with <br />N.C.G.S. 105-381. <br />Note: Due to the transition of motor vehicles onto the new North Carolina <br />Vehicle Tax System (NCVTS), motor vehicle -related refunds and releases will <br />begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the January 2018 Refund and Release <br />Reports as submitted, including the NCVTS Refund Report, and granted authority <br />to the Tax Collector to process the refunds and releases. The report is hereby <br />incorporated into the minutes by reference and is on file with the Clerk to the <br />Board. <br />(G) NEW BUSINESS <br />(G-1) County Manager - Purchase of Property for Rowan-Cabarrus Community <br />College - Public Hearing 6:30 p.m. <br />Jonathan Marshall, Deputy County Manager, requested approval for the <br />purchase of an 8.87 acres parcel on Trinity Church Road for future use by Rowan- <br />Cabarrus Community College. The terms of the purchase include an initial payment <br />and three subsequent annual payments including a two percent annual interest <br />
