Mr. Marshall stated because the property is being purchased through owner <br />financing, a public hearing is required along with the Board of Commissioners' <br />approval. The parcel site address is 1750 Trinity Church Road. The purchase <br />price is $190,000 per acre for a total of $1,291,800. <br />Chairman Morris opened the public hearing at 6:56 p.m. The public hearing <br />notice was posted on the County's website (www.cabarruscounty.us) on February <br />7, 2018 in accordance with Article 2, Administration, Section 2.1 (Use of <br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />Ordinances. <br />There was no one present to address the Board; therefore, Chairman Morris <br />closed the public hearing. <br />Vice Chairman Honeycutt MOVED to approve the contract to purchase the <br />8.87 acres Page property including authorization for the County Manager to sign <br />all related documents subject to review by the County Attorney. Commissioner <br />Shue seconded the motion. <br />Following a brief discussion, the MOTION carried with Chairman Morris, <br />Vice Chairman Honeycutt and Commissioners Kiger and Shue voting for and <br />Commissioner Poole voting against. <br />(G-2) Emergency Medical Services - Sale of Ambulance to American TransMed <br />Jimmy Lentz, Emergency Medical Services (EMS) Assistance Director, <br />reported the Board conditionally approved and initiated the upset bid process <br />in accordance with NCGS 160A-266 for the sale of surplus ambulance, asset number <br />8278 to American Transmed for $6,250 at the February work session. He stated <br />that no additional bids were received. He requested the Board complete the upset <br />bid process and finalize the sale of this vehicle to American Transmed. Kyle <br />Bilafer, Area Manager of .Operations, was also in attendance. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board accepted the bid. <br />(G-3) Finance - Acceptance of Construction Contract Proposal for the Rowan- <br />Cabarrus Community College Advanced Technology Center <br />Susan Fearrington, Finance Director, stated as part of the debt process <br />the Cabarrus County Board of Commissioners must accept the construction contract <br />proposal for the Rowan-Cabarrus Community College (RCCC) Advanced Technology <br />Center. The RCCC Board of Trustees approved the contract on January 22, 2018. <br />The contract proposal will be send to the State Construction Office for final <br />approval. This approval process can take anywhere from 30 to 90 days. <br />Dr. Carol Spalding, President, Rowan-Cabarrus Community College, <br />addressed the Board regarding the State Construction Office contract process <br />and expressed appreciation for the Boards' support. Jonathan Chamberlain, Rowan- <br />Cabarrus Community College Chief Officer, Division of College Environment, was <br />also in attendance. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board accepted the construction contract for the <br />Rowan-Cabarrus Community College Advanced Technology Center subject to approval <br />by the State Construction Office. <br />(G-6) Infrastructure and Asset Management Offer for Purchase of Tax <br />Foreclosure Property <br />Kyle Bilafer, Area Manager of Operations, reported an upset bid for the <br />337 Broad Drive SW property of $1,200.00 has been received and is now open until <br />March 1, 2018. Mr. Bilafer advised he would address the Board at the March Work <br />Session to report the status of the bid process. <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br />(H-1) Appointments and Removals - Human Services Advisory Board <br />Rochelle Farewell has resigned from her position on the Human Services <br />Advisory Board. It is requested to remove her name from the roster. <br />An application from Andrea Pack is on file for this Board. <br />
