March 19, 2018 (Regular Meeting) Page 3967 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina at 6:30 p.m. on Monday, March 19, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; and Terri Lea Hugie, <br />Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />The Air Force Junior ROTC from Mount Pleasant High School in Mount <br />Pleasant conducted the Flag Ceremony. Students participating were: Trinity <br />Ramos, Cadet Captain; Kayla Burris, Cadet Lieutenant Colonel; Samantha Fellows, <br />Cadet Major and Eric Lozano, Cadet First Lieutenant. <br />Pastor Peter Bynum from First Presbyterian Church delivered the <br />invocation. <br />Following a tribute by Chairman Morris, a moment of silence was observed <br />for Max Edward Cruse, Sr. <br />Chairman Morris recognized Youth Commissioner Noopur Parikh in <br />attendance. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Blake and <br />unanimously carried, the Board approved the minutes of January 16, 2018 (Regular <br />Session) and January 19, 2018 (Board Retreat) as presented. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the agenda. <br />Additions: <br />Recognitions and Presentations <br />C-4 Proclamation - Fair Housing Month April 2018 <br />C-5 Proclamation - National County Government Month April 2018 <br />Revised: <br />New Business <br />G-5 County Manager - Resolution Supporting Legal Action Regarding the Opioid <br />Crisis <br />Motion added to engage law firm <br />Supplemental Information: <br />Consent <br />F-3 County Manager - Approval of Settlement, Release and Purchase Agreement <br />Settlement Agreement <br />Moved to April: <br />New Business - <br />G-7 Infrastructure and Asset Management - Courthouse Recording Devices Ban <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board approved the agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Active Living and Parks - Recognition of Eddie Miller's Eagle Scout <br />Service Project at Bob Wallace park <br />Byron Haigler, Active Living and Parks, Assistant Director, announced <br />Cabarrus County is the recipient of another Eagle Scout project. <br />
