The Finance Director is hereby directed to maintain within the <br />Capital Project Fund sufficient detailed accounting records to <br />satisfy the requirements of the law. <br />b. The Finance Director is directed to report, at the request of <br />the Board, on the financial status of each project element in <br />Section I and on the total revenues received or claimed. <br />c. Copies of this capital project ordinance shall be furnished to <br />the Clerk to the governing Board, and to the Finance Director <br />for direction in carrying out this project. <br />d. Morris, Chairman <br />ATTEST: <br />/s/ Terri Lea Hugie <br />Clerk to the Board <br />(F -B) Human Resources - Health Insurance Renewal <br />Following a review of options and alternatives, Human Resources and County <br />Management would like to recommend a health insurance renewal for FY19. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board adopted the recommendation. <br />(F-9) Infrastructure and Asset Management - Discussion on Construction Manager <br />at Risk for the Courthouse Project <br />The County's Area Manager of Operations discussed the Construction Manager <br />at Risk (CHAR) process and its potential value to the Courthouse project at the <br />work session. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board authorized the use of the Construction <br />Manager at Risk Process for courthouse construction delivery method, GS <br />143.128.1A. <br />(F-10) Infrastructure and Asset Management - Discussion of Mini Brooks Act <br />Exemption <br />Infrastructure and Asset Management proposed the Mini Brooks Act <br />Exemption for engineering Phase I and Phase II and surveying services. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the resolution. <br />Resolution No. 2018-05 <br />RESOLUTION DELEGATING THE AUTHORITY TO EXEMPT IN WRITING, PARTICULAR PROJECTS <br />UNDER $50,000 FROM THE STATUTORY PROCUREMENT PROCESS ESTABLISHED BY ARTICLE 3D <br />OF CHAPTER 143 OF THE NORTH CAROLINA GENERAL STATUTES, (i.e. MINI -BROOKS ACT), <br />TO THE COUNTY MANAGER OR DESIGNEE <br />WHEREAS, NCGS $ 143-64.31, known as the "Mini -Brooks Act," requires local <br />governmental units to announce all requirements for architectural, <br />engineering, surveying, construction management at risk services, <br />design -build services and public-private partnership construction <br />services to select firms qualified to provide such services on the <br />basis of demonstrated competence and qualification without regard to <br />fee other than unit price fee; and <br />WHEREAS, NCGS S 143-64.31, provides for units of local government to exempt, in <br />writing, particular projects from the provisions of Article 3D of <br />Chapter 143, where an estimated professional fee is an amount less <br />than $50,000. <br />
