March 19, 2018 (Regular Meeting) Page 3478 <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Cabarrus County <br />that the County Manager or Designee is hereby delegated the authority to exempt, <br />in writing, particular projects under $50,000 in accordance with section 143- <br />64.31 of Article 3D of Chapter 143 of the North Carolina General Statutes. <br />ADOPTED this 19th day of March, 2018 <br />/s/ Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />ATTEST: <br />/s/ Terri Lea Hugie <br />Terri Lea Hugie, Clerk to the Board <br />(F-11) Infrastructure and Asset Management - Eagle Scout Project Proposal <br />A local eagle scout, Mark Fassett, III from Troop 4623, is proposing a <br />project at the Cabarrus County Animal Shelter involving wall mounted flags and <br />a monument in memory of law enforcement K -9's. County staff presented the <br />project to the Cabarrus County Board of Commissioners at the March 12, 2018 <br />work session. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the Eagle Scout project under the <br />supervision of Infrastructure and Asset Management and Animal Control Officers. <br />(F-12) Infrastructure and Asset Management - New Courthouse Project Design <br />Contract <br />The County has worked with Billing Architects, Inc. on a programming <br />oriented contract for the initial stages of design of the new courthouse <br />building, and renovation to the existing courthouse. The programming and initial <br />design contract will carry the project to the point where a delivery method <br />oriented contract will be needed for the construction design and construction <br />administration phases of the project. That contract will also come in front of <br />the Board of Commissioners. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the contract between Cabarrus County <br />and Silting Architects, Inc. and authorized the County Manager to execute the <br />contract on behalf of Cabarrus County, subject to review or revisions by the <br />County Attorney. <br />(F-13) Infrastructure and Asset Management Offer for Purchase of Tax <br />Foreclosure Property <br />The Board of Commissioners authorized the sale of a foreclosed property <br />located at 337 Broad Drive SW in Concord. The original asking price was <br />$6,300.81. The property had recently received an offer to purchase independently <br />of the web service for $500 from Donald Watson. In order to accept this offer <br />to purchase, it is required to go through the standard upset bid process. The <br />process for upset bids is attached (G.S. 160A-269). <br />An upset bid was received from Gary L. Boger, Sr. for $1,200. The upset <br />bid process was advertised and expired without any additional offers. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the final upset bid of $1,200 from <br />Gary Boger. <br />(F-14) Infrastructure and Asset Management - Rob Wallace Park Proposed Master <br />Plan Update <br />Infrastructure and Asset Management and Active Living and Parks staff <br />provided an update on the master plan for Rob Wallace Park. The master plan <br />update was provided to the Active Living and Parks' Commission for review and <br />comment. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the proposed Rob Wallace Park master <br />plan and/or provided comments of any desired alterations to the proposed master <br />plan. <br />(F-15) Sheriff's Office - Animal Shelter Fee Change <br />
