March 19, 2018 (Regular Meeting) Page 3479 <br />Starting this year, the Shelter will begin hosting an own staff -run low <br />cost Rabies and Microchip Clinics quarterly. Three staff members are currently <br />being certified to administer Rabies Vaccinations, and staff would like to <br />offer in house clinics open to Cabarrus County citizens to receive one-year <br />Rabies vaccination and microchipping. Other local area shelters provide this <br />public service either in house or partnered with low cost veterinary services. <br />Staff is looking at pricing that is comparable to these other local services. <br />After researching several locations and clinics locally, it was found that other <br />such events are offering Rabies vaccinations anywhere from free to $10, or by <br />donation and Microchipping averaging at $10. <br />Our Current prices: <br />Rabies: $10 <br />Microchip: $5 <br />Staff would like to request to implement "Public Pricing" for Microchips <br />offered to or requested by members of the public at $10. This would be offered <br />at events such as the Rabies and Microchip Clinics, and offered to the public <br />upon reclamation of lost animals at the shelter. This would NOT affect adoption <br />and rescue prices; these prices would stay as is at our cost. <br />Revenue from the increased public pricing would go back into the purchase <br />of our normal supply of microchips. Staff will also have to increase the amount <br />of microchips normally purchased to supply these quarterly events and to provide <br />them upon pet reclaims, so expenditure is going to be greater in. order to offer <br />these services. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the increase in public fees for <br />microchips. <br />(F-16) Tax Administration - Refund and Release Reports - February 2018 <br />The Release Report contains taxpayers' names, bill numbers, valuations, <br />tax amounts, along with the justifications for releasing the valuation/tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105-381. The Refund <br />Report is a summary sheet which lists data from each refund request form, along <br />with the justification for the refunds to the taxpayers in accordance with <br />N.C.G.S. 105-381. <br />Note: Due to the transition of motor vehicles onto the new North Carolina <br />Vehicle Tax System (NCVTS), motor vehicle -related refunds and releases will <br />begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the February 2018 Refund and Release <br />Reports as submitted, including the NCVTS Refund Report, and granted authority <br />to the Tax Collector to process the refunds and releases. The report is hereby <br />incorporated into the minutes by reference and is on file with the Clerk to the <br />Board. <br />(G) NEW BUSINESS <br />Steve Langer, Fire Marshal, requested approval of revisions to Chapter <br />34, Fire Prevention and Protection of the Cabarrus County Code of Ordinances. <br />Chairman Morris opened the public hearing at 7:12 p.m. The public hearing <br />notice was posted on the County's website (www.cabarrusccunty.us) on March 7, <br />2016 in accordance with Article 2, Administration, Section 2.1 (Use of <br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />Ordinances. <br />There was no one present to address the Board; therefore, Chairman Morris <br />closed the public hearing. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board adopted the ordinance Amending Chapter 34, Fire <br />Prevention and Protection of the Cabarrus County Code of Ordinances. <br />Ordinance No. 2018-09 <br />ORDINANCE AMENDING CHAPTER 34 <br />
