March 19, 2018 (Regular Meeting) Page 3497 <br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board appointed Lance Cagle to the Cabarrus County <br />Youth Commission as a Central Cabarrus High School representative for a term <br />ending June 30, 2019. <br />UPON M)T1O14 of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board removed Mackay Burke, Mount Pleasant High School, <br />Melia Eaton, Mount Pleasant High School, and Amaya Williams, Cox Mill High <br />School, from the Cabarrus County Youth Commission roster and thanked them for <br />their service. <br />(H-4) Appointments - Home and Community Care Block Grant Advisory Committee <br />Cindy Hall has submitted an application to serve on the Home and Community <br />Care Block Grant Advisory Committee as the Human Services/Designee - Disabled <br />Adults representative. A letter of recommendation was provided to the Board. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board appointed Cindy Hall to the Home and Community <br />Care Block Grant Advisory Committee as the Human Services/Designee - Disabled <br />Adults representative. <br />(H-5) Appointments - Industrial Facilities and Pollution Control Financing <br />Authority <br />David Black's term on the Industrial Facilities and Pollution Control <br />Financing Authority expired January 10, 2018. Mr. Black is willing to serve <br />another term. He has served since 2000. If reappointed, an exception to the <br />"length of service" provision of the Appointment Policy will be needed for him. <br />The Authority meets on an as needed basis and the County Attorney serves <br />as the contact for this Authority. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board reappointed David Black to the Industrial <br />Facilities and Pollution Control Financing Authority for a six-year term ending <br />January 10, 2024; including an exception to the "length of service" provision <br />of the Appointment Policy. <br />(H-6) Board and Commissioners Request for Applications for County <br />Boards/Committees <br />Applications are being accepted for the following County <br />Boards/Committees: <br />• Active Living and Parks Commission - 4 Expired Terms <br />• Adult Care Home Community Advisory Committee - 9 Vacant Positions <br />• Animal Protection Advisory Board - 2 Expired Terms <br />• Concord Planning and Zoning Commission (ETJ) - 1 Vacant Position <br />• Juvenile Crime Prevention Council - 4 Vacant Positions (Substance Abuse <br />Professional, Student Under 18 and At -large) <br />• Mount Pleasant Planning Board and Board of Adjustment - 1 Vacant <br />Position (Alternate) <br />• Nursing Home Community Advisory Committee - 7 Vacant Positions <br />• Transportation Advisory Board - 2 Vacant Positions (Clergy and Midland) <br />• Youth Commissioner - 7 Vacant Positions <br />Chairman Morris reviewed the aforementioned list and urged citizens to <br />consider participating on a Board or Committee. <br />(1) REPORTS <br />(1-1) HOC - Receive Updates from Commission Members Who Serve as Liaisons <br />None. <br />(I-2) County Manager - Monthly Building Activity Reports <br />The Board received the Cabarrus County Construction Standards Dodge Report <br />for February 2018, and the Cabarrus County Commercial Building Plan Review <br />Summary for February 2018 for informational purposes as part of the Agenda. No <br />action was required of the Board. <br />
