March 19, 2018 (Regular Meeting) Page 3972 <br />Through Cabarrus 9-8 Citizenship Focus, the county Commissioners and employees <br />have validated the need for educating young people on how county government <br />operates. The North Carolina Association of County Commissioners (NCACC) has <br />begun working with teens to address top issues facing teens in communities <br />across the state. In 2011, then -Congressman Larry Kissel established a <br />Congressional Youth Commission to formally initiate the process of teen <br />governmental engagement. The City of Concord has a Youth Council that reports <br />to the City Council. <br />Purpose <br />The purpose of the Youth Commission is to provide teens an opportunity to be <br />active citizens through experiences and education which will ultimately empower <br />youth in the community. The Youth Commission will introduce teens to county <br />government, allow teens an opportunity to discuss issues, and interact with <br />county commissioners and employees through youth -adult partnerships. <br />Membership <br />Members must be residents of Cabarrus County and rising 9th - ll^h graders. <br />Candidates must complete the application process to be considered for a two- <br />year term on the Youth Commission. Preference will be given to underclassmen, <br />though High School Seniors may 'apply 5 fill vacancies as needed. The initial <br />board will consist of nine youth serving a one-year term and nine youth serving <br />a two-year term. Length of terms will be determined by member preference and/or <br />interviews. All terms thereafter will be for two years. The Youth Commission <br />will be comprised of two youth from the following high schools: A.L. Brown High <br />School, Central Cabarrus High School, Concord High School, Cox Mill High School, <br />Hickory Ridge High School, Jay M. Robinson High School, Mount Pleasant High <br />School, and Northwest High School. There will be four additional students <br />serving as at -large members from the following schools: Performance Learning <br />Center, Early College, Opportunity High School, and private or homeschools. <br />There will be a total of 20 youth serving on the Youth Commission. Members shall <br />serve without compensation. <br />Redistricting <br />Should a member of the Youth Commission be redistricted to another school, <br />he/she will be able to complete the term for which he/she was appointed. Further, <br />if a student moves within Cabarrus County, he/she will be able to complete <br />his/her term. Youth Commissioners moving out of County will not be allowed to <br />retain their seat as they are no longer youth citizens of Cabarrus County. <br />Election of Officers <br />Officers shall be elected using a written ballot. A quorum must be present at <br />the meeting (half of the current membership plus one) for an election to be <br />valid). Candidates may give a speech of three minutes or less on the day of the <br />elections. The following offices shall be filled: <br />- President: The President will preside over general meeting and confer <br />with the Advisor about the agenda prior to meetings. The President <br />will oversee committees and notify members about meetings and events. <br />Preference fox nominations for president will be given to those youth <br />commissioners serving the second year of their term. <br />- Vice President: The Vice President will preside over meetings in the <br />absence of the President and assist the President in overseeing <br />committees. <br />- Secretary: The Secretary will keep attendance and take minutes during <br />meetings. <br />- Historian: The Historian will take photographs of members at events <br />and share with Advisors. This Historian will help compile a visual <br />newsletter for County Commissioners. <br />- Treasurer: The Treasurer will keep financial records of the Youth <br />Commission from both travel and spending accounts. <br />- Parliamentarian: The Parliamentarian will assist youth presiding over <br />the meeting to maintain order and govern meetings according to <br />Parliamentary procedure. <br />Committees <br />The following committees shall be established: <br />- Membership Committee: Responsible for seeking new members for the Youth <br />Commission and reviewing applications, conducting interviews, and <br />making recommendations to the Youth Commission and Board of <br />Commissioners for appointments. The Vice President shall lead the <br />Membership Committee. <br />- Operations Committee: Responsible for planning educational <br />opportunities, events, and projects for the Youth Commission. The <br />Operations Committee shall be led by the Treasurer and Historian. <br />
