March 19, 2018 (Regular Meeting) <br />Page 3973 <br />Communication Committee: Responsible for ensuring adequately positive <br />publicity of the Cabarrus County Youth Commission and maintaining <br />social media platforms. <br />Ad hoc committees may be formed by the Youth Commission whenever necessary. <br />A majority vote by all Youth Commissioners will be required to form an ad hoc <br />committee. Ad job committees may be led by the President or Parliamentarian <br />at the request of the Youth Commission. <br />Duties <br />The Youth Commission members shall: <br />- Serve as ad hoc members to county boards/councils asdetermined by the <br />Commissioners <br />- Attend at least two Commissioner meetings per year (verified by <br />advisor) <br />- Attend scheduled Youth Commission meetings. Members must attend 756 of <br />regular meetings. Any member who does not attend the required number <br />of meetings in a year will be removed from the Commission. <br />- Work alongside County Departments and community groups to identify and <br />discuss issues facing youth in the county and develop strategies to <br />resolve them <br />- Educate young people in the community about their role as citizens <br />Code of Ethics <br />Members may not possess and/or consume illegal drugs or alcoholic beverages <br />during any Youth Commission meetings or functions. No inappropriate behavior <br />will be allowed at any Youth Commission meeting or function. Youth Commissioners <br />should strive to be (become model students and) role models for others at all <br />times. Any member convicted of a misdemeanor, felony, or expelled from school <br />will be removed from the Youth Commission. <br />Procedures <br />The Youth Commission shall use Parliamentary Procedure and follow Robert's Rule <br />of Order at all Business Meetings. <br />Meetings <br />The Youth Commission shall hold regularly scheduled meetings that are publicly <br />announced in advance and subject to the general statutes governing public <br />meetings and public records. <br />(F-3) County Manager - Approval of Settlement, Release and Purchase Agreement <br />The Water and. Sewer Authority of Cabarrus County has negotiated a <br />Settlement, Release and Purchase Agreement for property adjacent to the Muddy <br />Creek Wastewater Treatment Plant. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the Settlement, Release and Purchase <br />Agreement; and authorized the County Manager to execute the Agreement on behalf <br />of Cabarrus County, subject to review or revisions by the County Attorney. <br />(F-9) County Manager - Communications Marketing Activity Contracts <br />Two contracts associated with the re -branding campaign for the County <br />were entered for fiscal year 2017 and fiscal year 2018. During the fiscal year <br />2018 budget requests, the fiscal year 2018 contract expenditures for Walker <br />($22,000) and Advant ($15,680) were not appropriated. This budget amendment <br />appropriates fund balance to cover the contract expenditures. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board adopt budget amendment. <br />(This space intentionally left blank.) <br />
