April 3, 2018 (Work Session) Page 3502 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina at 4:00 p.m. on Tuesday, April 3, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; and Terri Lea Hugie, <br />Clerk to the Board. <br />Commissioner Poole arrived at 4:22 p.m. and was present for the remainder <br />of the meeting. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:06 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the agenda: <br />Additions: <br />Discussion Items for Action at April 16, 2018 Meeting <br />4-7 Solid Waste Management - Landfill: Proposed Construction and Demolition <br />Waste and Individual Household Municipal Solid Waste Tipping Fees <br />Supplemental Information: <br />4.1 County Manager - Mount Pleasant Middle School Sale Offer Review <br />• Upset Bid <br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the agenda as amended. <br />Discussion Items - No Action <br />Infrastructure and Asset Management - Courthouse Recording Devices Ban <br />Kyle Bilafer, Area Manager of Operations, reported since the March 12, <br />2018 Work Session, Sheriff Brad Riley has gathered information regarding the <br />Sheriff's Office participation in the courthouse mobile device ban. <br />Sheriff Brad Riley, Cabarrus County Sheriff's Office, stated that after <br />speaking with other sheriff's offices regarding procedures for unclaimed mobile <br />devices left or forgotten at courthouses, he has learned that not many <br />courthouses have a ban on mobile devices and that security at the Cabarrus <br />County Courthouse is set up differently from those courthouses that have <br />implemented a mobile device ban. In that regard, he recommended persons, after <br />meeting requirements of identification, would be able to pick up mobile devices <br />Monday through Friday from 5:00 to 5:30 p.m. on days the courthouse is open. He <br />further recommended mobile devices would only be held for a specified amount of <br />time and if not claimed within that time period, would be properly destroyed. <br />Mr. Bilafer recommended the use of a company that specifically handles <br />destroying such data and devices. He further recommended a policy to set <br />guidelines. <br />A discussion ensued. During discussion, Mr. Bilafer and Sheriff Riley <br />responded to questions from the Board. <br />Library - Presentation of Grant Application <br />Emery Ortiz, Library Director, reported in February the library system <br />submitted a grant application through the State of North Carolina to hire a <br />consultant for FY19 to facilitate a facilities assessment and long-range <br />strategic planning for the County's Public Library System to meet future needs <br />due to area growth. The grant amount is $30,905. Ms. Ortiz stated should the <br />Board accept and approve the grant, matching funds of $6,181 would be required. <br />Sheriff's Office - Animal Shelter Update and Report About the Animal Shelter <br />
