April 3, 2018 (Work Session) <br />Page 3503 <br />Juli Vetere, Animal Shelter Manager, presented an update in connection <br />with the work, efforts and goals for the Cabarrus County Animal Shelter to be <br />a community resource for animal care and ownership. In that effort, Ms. Vetere <br />outlined the following opportunities for consideration: <br />• Become a community resource for citizens and animals <br />• Make adoption from the animal shelter more visible by showcasing the <br />animals <br />• Provide a variety of dogs to meet the public's interest <br />• Increase adoption revenues, which would be put the funds back into <br />adoption program and other shelter programs <br />• Create an enrichment program for the animals especially for long term <br />stays <br />• Grow the volunteer program <br />• Create a foster program for offsite animal care <br />• Create a medical program to provide best care practices <br />• Onsite spay and neuter prior to adoption <br />• On staff part-time veterinarian <br />• Build community relationships to include rescue partner groups <br />A discussion ensued. During discussion, Ms. Vetere, Sheriff Brad Riley, <br />and Mike Downs, County Manager, responded to questions from the Board. <br />Commissioner Shue requested a report of statistics from the Animal <br />Shelter. <br />Di.scussion Items for Action at February 19, 2016 Meeting <br />County Manager - Mount Pleasant Middle School Sale Offer Review <br />Kyle Bilafer, Area Manager of Operations, reported since the last meeting, <br />another upset bid has been received for the Mount Pleasant Middle School site <br />located at 8325 NC -49 in Mount Pleasant. The bid is from The Piedmont Hardwood <br />Lumber Company in the amount of $535,550 (meeting the requirement) and a check <br />for the earnest money. Mr. Bilafer requested feedback from the Board as to <br />acceptance of the offer. <br />Jonathan Marshall, Deputy County Manager, requested approval from the <br />Board, should they accept this offer, that if bids are received (that meet the <br />requirements) during the upset bid process, to have the authority to accept the <br />bids and properly post the new upset time period until such time an upset bid <br />is not received. The final offer would then be brought to the Board for review. <br />A lengthy discussion ensued. During discussion, Mr. Bilafer, Mr. Marshall, <br />Richard Koch, County Attorney and Mike Downs, County Manager, responded to <br />questions from the Board. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item due to time constraints. <br />Discussion continued. <br />Commissioner Shue MOVED to conditionally accept the offer from Piedmont <br />Hardwood Lumber Company Inc. in the amount of $535,550 for the Mount Pleasant <br />Middle School site located at 8325 NC -49 in Mount Pleasant. Commissioner Kiger <br />seconded the motion. <br />Following further discussion, the MOTION unanimously carried. <br />Finance - Acceptance of Construction bid for a new Southwest Area Elementary <br />School for Cabarrua County Schools <br />Susan Fearrington, Finance Director, reported as part of the debt process, <br />bids for the Cabarrus County School's new southwest area elementary school needs <br />to be accepted by the Board. She stated the bids were recently received by the <br />Cabarrus County Board of Education and will be presented for review and approval <br />at their April 16t^ meeting. <br />Tim Lowder, Cabarrus County Schools (CCS) Executive Director, presented <br />information on the bids received. He stated all bids received were higher than <br />originally thought due to possible steel tariffs. <br />
