April 16, 2018 (Regular Meeting) Page 3506 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina at 6:30 p.m. on Monday, April 16, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Lynn W. Shue <br />Absent - Commissioner: Elizabeth F. Poole <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bila£er, Area Manager Of Operations; and Terri Lea Hugie, <br />Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:32 p.m. <br />The Air Force JROTC from Jay M. Robinson High School conducted the Flag <br />Ceremony. Students participating were: Cameron Garland, Cadet First Lieutenant; <br />Gordon Donovan, Cadet Captain; J. Van Burleson, Cadet Captain; Bryce Punsalan, <br />Cadet Major; Ryan McConville, Cadet Major; and Scott Johnson, Cadet Senior <br />Master Sergeant. <br />Reverend Scott Davis from Pitts Baptist Church in Concord delivered the <br />invocation. <br />Chairman Morris recognized Youth Commissioner Brandon Gillespie in <br />attendance. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />None. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the agenda. <br />Additions: <br />Recognitions and Presentations <br />C-3 Proclamation - Cabarrus Prescription Drug Drop Off Week (May 14u` - l9ue) <br />New Business <br />G-3 Board of Commissioners - Resolution Amending the Board of Commissioners' <br />2018 Meeting Schedule <br />Supplemental Information: <br />New Business <br />G-2 Finance - Acceptance of Construction bid for a new Southwest Area <br />Elementary School for Cabarrus County Schools <br />• Bid <br />Reports <br />I-5 Finance - Monthly Financial Update <br />• Report <br />Removed: <br />Closed Session <br />L-1 Closed Session - Pending Litigation and Economic Development <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br />and unanimously carried, the Board approved the agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Hauler Parade Presentation - CSM Production <br />Jacqueline Gafrarar, CSM Production, Managing Director, 600 Festival <br />Association, presented a PowerPoint presentation for the upcoming Hauler Parade <br />and related events planned for May. Topics included in the presentation were: <br />• Movies in the Park - Cars III <br />• Zucchini 600 <br />• Haulers on Union and Fan Feast <br />
