April 16, 2018 (Regular Meeting) Page 3507 <br />(C-2) Cabarrus Health Alliance - 2017 - State of the County Health Report <br />Marcella Beam, Healthy Cabarrus, Cabarrus Health Alliance, Executive <br />Director, presented an overview of the 2017 State of the County Health Report. <br />The report highlights progress made over the last year to improve the health of <br />Cabarrus County residents, specifically around the identified priority needs. <br />(C-3) Proclamation - Cabarrus Prescription Drug Drop Off Week (May 16� - 19th) <br />Marcella Beam, Healthy Cabarrus, Cabarrus Health Alliance, Executive <br />Director, presented a request from the Cabarrus Regional Chamber of Commerce <br />and Cabarrus Leadership Class for consideration of a proclamation declaring May <br />19th - 19th as Cabarrus Prescription Drug Drop Off Week. <br />Chairman Morris read the proclamation aloud. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board adopted the proclamation. <br />Proclamation No. 2018-05 <br />PROCLAMATION <br />Cabarrus Prescription Drug Drop Off Week (May 19h - 19th) <br />WHEREAS, the Controlled Substance Reporting System (CSRS) reports that <br />physicians in Cabarrus County prescribed 518,609 controlled <br />substances in 2016, an 188 increase since 2013; and <br />WHEREAS, in 2017, Cabarrus County EMS reported 937 opioid overdoses, <br />representing an increase of 1688 over the 2016 figure of 163 <br />overdoses; and <br />WHEREAS, Cabarrus County led the state in Emergency Department admissions, per <br />capita, related to prescription opioid or heroin overdoses in July <br />and August 2017, and remained in the top five for the remainder of <br />the year; and <br />WHEREAS, in Cabarrus County in 2016, 9.58 of middle school students and 15.19 <br />of high school students reported using some type of prescription <br />medication without a doctor's prescription; and <br />WHEREAS, from 1999 to 2016, Cabarrus County experienced a 1,9008 increase in <br />opiate poisoning deaths; and <br />WHEREAS, growing awareness of the dangers of prescription drug overdose and <br />misuse have led to broad-based efforts by public, private and non- <br />profit organizations to reduce the number of opioid related overdoses; <br />WHEREAS, the Cabarrus Regional Chamber of Commerce Leadership Cabarrus Class <br />of 2018 has worked to highlight the opioid prescription drug problem <br />in Cabarrus County and has partnered with pharmacies in Harrisburg <br />and Mt Pleasant to add new drop boxes for unused prescription drugs <br />in addition the ones currently available in Concord and Kannapolis by <br />law enforcement agencies so our citizens have more places to drop off <br />unused prescription drugs; <br />WHEREAS, the Leadership Cabarrus Class of 2018 has developed a campaign titled: <br />Check Your AN: Check - Collect - Drop, to publicize the week of May 19th - 19th <br />as Cabarrus Prescription Drug Drop -Off Week and is encouraging the public to <br />participate in a county -wide effort to dispose of unused prescription drugs at <br />drop boxes located across the county to help reduce the incidence of <br />prescription drug opioid abuse. <br />NOW THEREFORE, the Cabarrus County Board of Commissioners do hereby recognize <br />the week of May 19th - 19th 2018 as: <br />"CABARRUS PRESCRIPTION DRUG DROP-OFF WEEK" <br />in the Cabarrus County and urge all citizens to drop off unused prescription <br />drugs at one of the designated medication drop boxes in Cabarrus County, with <br />the designation: "Check Your RX - Check - Collect - Drop" during the week of <br />May 19th - 19th 2016. <br />ADOPTED this 16th day of April, 2018 <br />/s/ Stephen M.
