May 7, 2018 (Work Session) Page 3533 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina at 4:00 p.m. on Monday, May 7, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Kyle Bila£er, Area Manager <br />of Operations; and Angela Poplin, Interim Clerk to the Board. <br />Commissioner Poole arrived at 4:03 p.m. and was present for the remainder <br />of the meeting. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:00 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the agenda: <br />Additions: <br />Discussion Items for Action <br />4-6 Board of Commissioners - Appointment of Interim Clerk to the Board <br />Discussion Items for Action at May 21, 2018 Meeting <br />4-7 Cabarrus County Schools - Request for West Cabarrus High School <br />Contingency Funds <br />4-8 Kannapolis City Schools - Carver Elementary School <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board approved the agenda as amended. <br />Discussion Items - For Action <br />Mike Downs, County Manager, announced the need to appoint an Interim Clerk <br />to the Board due the resignation of Terri Lea Hugie. Mr. Downs stated that <br />Angela Poplin, Deputy Clerk to the Board, has agreed to serve in that position. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item due to time constraints. <br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board appointed Angela Poplin as Interim Clerk to the <br />Board. <br />Discussion Items - No Action <br />Board of Commissioners - Cabarrus Adult Care end Nursing Home Community Advisory <br />Committees' 2017 Annual Report <br />Laurie Abounader, Centralina Council of Governments, Regional Ombudsman, <br />provided an overview of the work performed by the volunteers of the Adult Home <br />Care and Nursing Home Community Advisory Committees in connection with the <br />ombudsman program. She advised of the changes to the statutory requirements <br />for the Community Care Advisory Committee members. Ms. Abounader reported the <br />nursing home volunteer group has enough members to meet their visits; the adult <br />care volunteer group is in need of additional members. She thanked the Board <br />and the Department of Human Services for their assistance and reported on the <br />need for affordable dementia care throughout the State. Finally, Ms. Abounader <br />reviewed the changes to volunteer appointments per House Bill 248. <br />Diamond Staton-Williams, Adult Home Care Community Advisory Committee <br />volunteer, spoke regarding her experiences on the committee and encouraged <br />others to volunteer. <br />A brief discussion ensued. During discussion, Ms. Abounader and Ms <br />Staton-Williams responded to questions from the Board <br />
