May 7, 2018 (Work Session) Page 3534 <br />Volunteers Jack Boyer, Toni Swick and Evelyn Miller were also in <br />attendance. <br />Infrastructure and Asset Management - Courthouse Recording Devices Ban Update <br />Kyle Bilafer, Area Manager of Operations, provided a status update, <br />including procedures regarding the recording devices ban at the Courthouse that <br />will begin June 1st. <br />Infrastructure and Asset Management - Parking Deck Update <br />Kyle Bilafer, Area Manager of Operations, reported on the progress of the <br />parking deck. Aerial photos of the project were reviewed in the update. <br />A discussion ensued. During discussion, Mr. Bilafer and Mike Downs, <br />County Manager, responded to questions from the Board. <br />Discussion Items for Action at May 21, 2018 Meeting <br />Cabarrus County Schools - Reallocation Request for the Performance Learning <br />Center Project <br />Kelly Kluttz, Cabarrus County Schools (CCS), Chief Financial Officer, <br />requested approval to reallocate $80,000 from the Architect line item of the <br />Performance Learning Center budget as follows: $20,000 to the Construction Line <br />item and $60,000 to the Furniture and Equipment line item. <br />Brian Cone, CCS, Director of Architecture, provided insight into the <br />reasons for the request. <br />A discussion ensued. During discussion, Ms. Kluttz and Mr. Cone responded <br />to questions from the Board. <br />Cabarrus County Schools - Request for West Cabarrus High School Contingency <br />Funds <br />Kelly Kluttz, Cabarrus County Schools (CCS), Chief Financial Officer, <br />requested approval to release additional contingency funds in connection with <br />additional site work needed for the West Cabarrus High School. She stated this <br />request is also being presented to the CCS Board of Education tonight and is <br />also contingent on their approval. <br />Tim Lowder, CCS, Executive Director of Operations, provided details <br />regarding site development, drainage issues and permitting requirements that <br />have been encountered. He also responded to questions from the Board. <br />Kannapolis City Schools - Carver Elementary School <br />Will Crabtree, Kannapolis City Schools (KCS), Director of Business <br />Operations, requested approval for the use of funds remaining from the Carver <br />Elementary School renovation to move the Carver Elementary School Office to the <br />front of the building. He stated the move would add to security measures when <br />visitors enter the school. In addition, he requested consideration of a second <br />alternate project for $99,047 for the Principal, Assistant Principal and <br />Literacy Coach offices from use of lottery funds and potential funding from <br />2018-2019 to be completed at a later date. <br />A discussion ensued. During discussion, Mr. Crabtree and Mike Downs, <br />County Manager, responded to questions from the Board. <br />County Manager - Duke Energy Easement at Coddle Creek Reservoir <br />Jonathan Marshall, Deputy County Manager, advised Duke Energy has <br />requested an easement on County owned property near NC Highway 73. The easement <br />will be part of larger Duke Energy Improvement project in that area. Mr. <br />Marshall further advised maps of the project have been sent to the Water and <br />Sewer Authority of Cabarrus County (WSACC) for review and to Richard Koch, <br />County Attorney, along with pertinent legal documents. <br />A brief discussion ensued. During discussion, Mr. Marshall responded to <br />questions from the Board. <br />County Manager - Duke Energy Easement at Kannapolis Middle School <br />Jonathan Marshall, Deputy County Manager, advised Duke Energy has <br />requested an easement to supply power to a previously approved wireless <br />
