Mr. Marshall further <br />advised Kannapolis City Schools (KCS) has reviewed and approved the draft <br />easement map. Will Crabtree, Kannapolis City Schools (KCS), Director of Business <br />Operations, was also in attendance. <br />County Manager - Mount Pleasant Middle School Sale Offer Review <br />Kyle Bilafer, Area Manager of Operations, reported the upset bid process <br />for the old Mount Pleasant Middle School site located at 8325 NC -99 in Mount <br />Pleasant ended on April 27, 2018 with no further upset bids received. The final <br />bid offer was made by Corporate Funding Associates II, LLC in the amount of <br />$601,326. Mr. Bilafer read aloud the documentation received from Corporate <br />Funding Associates I1, LLC entailing the proposed mixed use for the property. <br />A discussion ensued. During discussion, Mr. Bilafer, Richard Koch, County <br />Attorney, Mike Downs, County Manager and Jonathan Marshall, Deputy County <br />Manager, responded to questions from Board members. Chairman Morris also <br />requested Corporate Funding Associates II, LLC attendance at the May 21, 2018 <br />regular meeting. <br />Planning and Development Department - Amendment to Agreament with Water and <br />Sewer Authority of Cabarrus County to Collect Fees <br />Kelly Sifford, Planning and Development Director, stated there is a need <br />to revise the agreement between Cabarrus County and the Water and Sewer <br />Authority of Cabarrus County (WSACC) due to state legislation and related <br />judicial action. Currently, she advised Cabarrus County collects a percentage <br />of the fees for administration of the program. WSACC is proposing the agreement <br />be amended to collect a flat rate of $55,320 annually for administration of the <br />program. <br />Jonathan Marshall, Deputy County Manager, commented on the fee structures. <br />A brief discussion ensued.
