<br />The Board of Commissioners for the County of Cabarrus met in regular
<br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental
<br />Center in Concord, North Carolina at 6:30 p.m. on Monday, May 21, 2018.
<br />Present - Chairman: Stephen M. Morris
<br />Vice Chairman: Diane R. Honeycutt
<br />Commissioners: F. Blake Kiger
<br />Lynn W. Shue
<br />Absent - Commissioner: Elizabeth F. Poole
<br />Also present were Mike Downs, County Manager; Richard Koch, County
<br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy
<br />County Manager; Kyle Bilafer, Area Manager of Operations; and Angela Poplin,
<br />Interim Clerk to the Board.
<br />Chairman Morris called the meeting to order at 6:30 p.m.
<br />Girl Scout Troop 2377 from Center United Methodist Church conducted the
<br />Flag Ceremony. Scouts participating were: Hailey Badger, Jamie Badger, Malia
<br />Coleman, Zizi Briggs, Addison Campbell and Kylie Charlton,
<br />Reverend Sheldon Davis from Oak Grove Missionary Baptist Church delivered
<br />the invocation.
<br />(A) APPROVAL OR CORRECTION OF MINUTES
<br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and
<br />unanimously carried, the Board approved the minutes of January 20, 2018 (Board
<br />Retreat), February 5, 2018 (Work Session), February 19, 2018 (Regular Meeting),
<br />March 12, 2018 (Work Session), March 19, 2018 (Regular Meeting), March 29, 2018
<br />(Legislative Meeting) and March 29, 2018 (Cabarrus Summit) as presented.
<br />(B) APPROVAL OF THE AGENDA
<br />Chairman Morris reviewed the following changes to the agenda

<br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and
<br />unanimously carried, the Board approved the agenda as amended.
<br />(C) RECOGNITIONS AND PRESENTATIONS
<br />(C-1) Cooperative Extension - Youth Commissioner End of Year Recognition
<br />Tracy LeCompte, Cabarrus County Youth Commission Advisor, 4-H Extension
<br />Agent, spoke briefly regarding the 4-H program and thanked the Board of
<br />Commissioners for their support.
<br />Noopur Parikh, Youth Commission President, commented on the
<br />accomplishments of the Youth Commission during the year and thanked all those
<br />involved. She also expressed appreciation for the opportunities the Commission
<br />has afforded each member.
<br />The following graduating seniors were recognized and announced their
<br />future plans: Lauren Martin, Hickory Ridge High School; Devin Mullins, Concord
<br />High School; and Noopur Parikh, Early College High School. Jasmine Lewter, A.L.
<br />Brown High School was unable to attend.
<br />Chairman Morris thanked the youth commissioners and wished them well in
<br />their endeavors.
<br />(C-2) Planning and Development - Cabarrus Soil and Water Conservation District
<br />Contest Recognitions
<br />Tammi Remsburg, Soil and Water Conservation District, Resource
<br />Conservation Coordinator, reported every year the Cabarrus Soil and Water
<br />Conservation District holds several student contests for public and private
<br />schools across the county. This contest involves the students learning about a
<br />conservation topic and then presenting it in an informative way through essays,
<br />public speaking, computer slide shows, and posters. She stated this year over
<br />900 students from Cabarrus County participated in the contest. Out of these, 21
