UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and unanimously carried, the Board approved the easement agreement between Cabarrus County and Duke Energy and authorized the County Manager to execute the easement document on behalf of Cabarrus County, subject to review or revisions by the County Attorney. (F-2) County Manager - Duke Energy Easement at Kannapolis Middle School County staff provided information for Duke Energy requiring an easement to supply power to a previously approved wireless communications facility at Kannapolis Middle School. A copy of the draft easement document and map were provided in the agenda. UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and unanimously carried, the Board approved the easement for Duke Energy at Kannapolis Middle School and authorized the County Manager to execute the easement on behalf of Cabarrus County, subject to review or revisions by the County Attorney. (F-3) Planning and Development Department - Amendment to Agreement with Water and Sewer Authority of Cabarrus County to Collect Fees Recent changes in state legislation and related judicial action have created a need to revise the agreement that Cabarrus County has with the Water and Sewer Authority of Cabarrus County (WSACC). Currently, Cabarrus County collects a percentage of the fees for administration of the program. WSACC proposes that the agreement be amended to be a flat rate for the administration of the program. The proposal is for $50,000 a year for administering the collection of the fees. UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and unanimously carried, the Board adopted the amended agreement to collect fees at a flat rate versus percentage basis. (F-4) Tax Administration - Refund and Release Reports - April 2018 The Release Report contains taxpayers' names, bill numbers, valuations, tax amounts, along with the justifications for releasing the valuation/tax amounts for outstanding levies in accordance with N.C.G.S. 105-381. The Refund Report is a summary sheet which lists data from each refund request form, along with the justification for the refunds to the taxpayers in accordance with N.C.G.S. 105-381. Note: Due to the transition of motor vehicles onto the new North Carolina Vehicle Tax System (NCVTS), motor vehicle -related refunds and releases will begin to be displayed on the new report generated by NCVTS. UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and unanimously carried, the Board approved the April, 2018 Refund and Release Reports as submitted, including the NCVTS Refund Report, and granted authority to the Tax Collector to process the refunds and releases. The report is hereby incorporated into the minutes by reference and is on file with the Clerk to the Board. (G) NEW BUSINESS (0-1) Cabarrus County Schools - Reallocation Request for the Performance Learning Center Project Tim Lowder, Cabarrus County School (CCS), Executive Director of Operations, and Kelly Kluttz, Cabarrus County Schools (CCS), Chief Financial Officer, requested a reallocation of $80,000 from the PLC Architect line item to be distributed as follows: $20,000 to the Construction line item and $60,000 to the Furniture and Equipment line item for the Performance Learning Center. UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and unanimously carried, the Board approved the reallocation of Performance Learning Center funds and the associated budget amendment.
