The draft document and map <br />of the proposed improvements were provided in the agenda. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the easement agreement between Cabarrus <br />County and Duke Energy and authorized the County Manager to execute the easement <br />document on behalf of Cabarrus County, subject to review or revisions by the <br />County Attorney. <br />(F-2) County Manager - Duke Energy Easement at Kannapolis Middle School <br />County staff provided information for Duke Energy requiring an easement <br />to supply power to a previously approved wireless communications facility at <br />Kannapolis Middle School. A copy of the draft easement document and map were <br />provided in the agenda. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the easement for Duke Energy at <br />Kannapolis Middle School and authorized the County Manager to execute <br />the easement on behalf of Cabarrus County, subject to review or revisions by <br />the County Attorney. <br />(F-3) Planning and Development Department - Amendment to Agreement with <br />Water and Sewer Authority of Cabarrus County to Collect Fees <br />Recent changes in state legislation and related judicial action have <br />created a need to revise the agreement that Cabarrus County has with the Water <br />and Sewer Authority of Cabarrus County (WSACC). Currently, Cabarrus County <br />collects a percentage of the fees for administration of the program. WSACC <br />proposes that the agreement be amended to be a flat rate for the administration <br />of the program. The proposal is for $50,000 a year for administering the <br />collection of the fees. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board adopted the amended agreement to collect fees at <br />a flat rate versus percentage basis. <br />(F-4) Tax Administration - Refund and Release Reports - April 2018 <br />The Release Report contains taxpayers' names, bill numbers, valuations, <br />tax amounts, along with the justifications for releasing the valuation/tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105-381. The Refund <br />Report is a summary sheet which lists data from each refund request form, along <br />with the justification for the refunds to the taxpayers in accordance with <br />N.C.G.S. 105-381. <br />Note: Due to the transition of motor vehicles onto the new North Carolina <br />Vehicle Tax System (NCVTS), motor vehicle -related refunds and releases will <br />begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the April, 2018 Refund and Release <br />Reports as submitted, including the NCVTS Refund Report, and granted authority <br />to the Tax Collector to process the refunds and releases. The report is hereby <br />incorporated into the minutes by reference and is on file with the Clerk to the <br />Board. <br />(G) NEW BUSINESS <br />(0-1) Cabarrus County Schools - Reallocation Request for the Performance <br />Learning Center Project <br />Tim Lowder, Cabarrus County School (CCS), Executive Director of <br />Operations, and Kelly Kluttz, Cabarrus County Schools (CCS), Chief Financial <br />Officer, requested a reallocation of $80,000 from the PLC Architect line item <br />to be distributed as follows: $20,000 to the Construction line item and $60,000 <br />to the Furniture and Equipment line item for the Performance Learning Center. <br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the reallocation of Performance Learning <br />Center funds and the associated budget amendment. <br />(This section intentionally left blank.) <br />
