May 21, 2018 (Regular Meeting) Page 3540 <br />Jimmy Lentz, Emergency Medical Services (EMS) Director, read the <br />proclamation aloud. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board adopted the proclamation. <br />Proclamation No. 1D18-09 <br />CABARRUS COUNTY <br />EMERGENCY MEDICAL SERVICES WEEK <br />P R O C L A M A T I O N <br />WHEREAS, emergency medical services is a vital public service; and <br />WHEREAS, the members of emergency medical services teams are ready to provide <br />lifesaving care to those in need 24 hours a day, seven days a week; <br />and <br />WHEREAS, access to quality emergency care dramatically improves the survival <br />and recovery rate of those who experience sudden illness or injury; <br />and <br />WHEREAS, emergency medical services teams consist of emergency physicians, <br />emergency nurses, emergency medical technicians, paramedics, <br />firefighters, educators, administrators, and others; and <br />WHEREAS, the members of emergency medical services teams, whether career or <br />volunteer, engage in thousands of hours of specialized training and <br />continuing education to enhance their lifesaving skills; and <br />WHEREAS, Americans benefit daily from the knowledge and skills of these <br />highly trained individuals; and <br />WHEREAS, it is appropriate to recognize the value and the accomplishments of <br />emergency medical service providers by designating Emergency Medical <br />Services Week. <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners in recognition of this event do hereby proclaim the week of May <br />20 - 26, 2018 as <br />CABARRUS COUNTY EMERGENCY MEDICAL SERVICES WEEK <br />ADOPTED this 21st day of May, 2018. <br />/s/ Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 7:03 <br />p.m. He stated each speaker would be limited to three minutes. <br />Julie Stephenson, resident of 5015 Club View Drive in Concord, commented <br />on the lack of space at the Mount Pleasant Public Library, in particular, the <br />youth section. She expressed support of the library expansion and encouraged <br />others to do the same. <br />Marcia Morris, resident of 7601 Brusharbor Road in Concord, provided an <br />update that the fundraising campaign has reached 77 percent of their goal. <br />With there being no one else to address the Board, Chairman Morris closed <br />that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />(F-1) County Manager - Duke Energy Easement at Coddle Creek Reservoir <br />County staff provided information for Duke Energy requesting an easement <br />on property owned by Cabarrus County at the Coddle Creek Reservoir near NC <br />Highway 73. This easement and the work to be completed within it are part of a <br />
