May 29, 2018 (Budget Meeting) Page 3566 The Board of Commissioners for the County of Cabarrus met for a Budget Workshop Meeting in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Thursday, May 29, 2018 at 9:00 p.m. Present - Chairman: Stephen M. Morris Vice Chairman: Diane R. Honeycutt Commissioners: F. Blake Kiger Lynn W. Shue Absent - Commissioner: Elizabeth F. Poole Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area Manager of Operations; and Angela Poplin, Interim Clerk to the Board. Call to Order Chairman Morris called the meeting to order at 9:00 p.m. KCS - Presentation of FY19 Budget Request Will Crabtree, Kannapolis City Schools (KCS), Director of Business Operations, presented a PowerPoint presentation titled "Kannapolis City Schools 2018-2019 Budget Request Cabarrus County", which included the following topics: • CIP Needs over the next 5 years • Deferred maintenance/facilities grounds • Capital outlay • 2018-2019 current expense expansion • 2018-2019 current expense continuation Dr. Chip Buckwell, Kannapolis City Schools (KCS), Superintendent, participated in the presentation. There was discussion during the presentation. Throughout the discussion, Mr. Crabtree and Dr. Buckwell responded to questions from the Board. RCCC - Presentation of FY19 Budget Request Dr. Carol Spalding, Rowan-Cabarrus Community College (RCCC) President, presented a PowerPoint presentation. The following topics were included in the presentation. • Mission and vision • 2015-2018 Strategic Plan • North Carolina's Community Colleges are Solid Investment Janet Spriggs, RCCC Chief Financial Officer in Student Success and Service Excellence, presented the following topics: • Cost Comparison (tuition, books and fees) • A look at some graduates Dr. Spalding concluded the presentation by reiterating various topics previously presented. There was discussion throughout and following the presentation with Dr. Spalding and Ms. Spriggs responding to questions from the Board. Jonathan Chamberlin, RCCC Chief Officer in Civility and Environmental Services, was also in attendance.
