May 24, 2018 (Budget Meeting) Page 3567 <br />Fire Districts - Presentations of FY18 Budget Request <br />Steve Langer, Fire Marshal, provided an overview of the fire departments' <br />current tax rates and proposed rate increases. He advised those fire departments <br />requesting an increase were present and would be speaking in that regard. <br />Allen Fire Department <br />Matthew Pethel, Allen Volunteer Fire Department Board President and <br />Assistant Fire Chief, requested a two cent fire district tax increase. He stated <br />the money would be used to upfit the building (built in 1958). Part of the <br />upfitting would allow a live-in program to be implemented. The program would <br />provide night coverage at the station as well as a safe haven for the community <br />in times of emergencies. <br />A discussion ensued. During discussion, Mr. Pethel responded to questions <br />from the Board. <br />City of Concord Fire Department <br />Ray Allen, City of Concord, Fire Chief, presented a PowerPoint <br />presentation that included the following topics: <br />1 History of the fire district contract with Cabarrus County <br />1 Concord ISO (Insurance Service Office) rating and fire staffing <br />1 Current fire department operational budget <br />1 Cabarrus County fire protection areas <br />1 ISO Rating for Residential Comparison Chart Jackson Park VFD to City <br />of Concord <br />1 ISO for commercial ($500,000.00 - non-combustible) <br />1 Map of areas <br />1 Call volume for the areas <br />1 Proposal for the fire protection districts <br />A brief discussion ensued. During discussion, Chief Allen responded to <br />questions from the Board. <br />Harrisburg Fire Department <br />Haynes Brigman, Town of Harrisburg, Town Manager, presented a request to <br />increase the rural district fire tax to $.15. The increase would be used to <br />purchase equipment and increase personnel. The additional personnel would <br />increase efficiencies. <br />A discussion ensued. During discussion, Mr. Brigman responded to questions <br />from the Board. <br />Bryan Dunn, Town of Harrisburg, Fire Chief, was in attendance. <br />Kannapolis Rural Fire Department <br />Clyde "Ernie" Hiers, Kannapolis Fire Chief, presented a PowerPoint <br />presentation that included the following topics: <br />1 Kannapolis Rural Fire District <br />1 County tax district rates <br />1 Fire department operational budget <br />1 Calls for service - Kannapolis Rural <br />1 Proposal for Kannapolis Rural <br />A brief discussion ensued. During discussion, Mr. Langer and Chief Hiers <br />responded to questions from the Board. <br />Rimer Fire Department <br />David Gandy, Rimer Fire Department, Fire Chief, presented a request for <br />a $.02 fire tax increase. As part of the request, Mr. Gandy presented a <br />PowerPoint Presentation, which outlined an increase in calls and plans to <br />address the increase and future growth. <br />Kelly Ritchie, Rimer Fire Department Board of Directors President, was <br />also in attendance. <br />A discussion ensued. During discussion, Chief Gandy responded to <br />questions <br />
