June 18, 2018 (Regular Meeting) Page 3576 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina at 6:30 p.m. on Monday, June 18, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Catherine Barr, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bila£er, Area Manager of Operations; and Angela Poplin, <br />Interim Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Chairman Morris led the Pledge of Allegiance. <br />Reverend Daniel Wilson from Bogers Chapel United Methodist Church <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the minutes of April 3, 2018 (Work <br />Session) and April 16, 2018 (Regular Meeting) as presented. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the agenda. <br />Additions: <br />New Business <br />G-6 BOC - NACo Voting Credentials - 2018 Annual Conference <br />G-7 DHS - Memorandum of Understanding between the N.C. Department of Health <br />and Human Services and Cabarrus County <br />G-8 Library System - Grant Award and Match <br />G-9 County Manager - Request to Appropriate Funds for Courthouse Renovations <br />to Meet Proposed HB 717 Requirements <br />Closed Session <br />L-1 Closed Session - Pending Litigation, Acquisition of Real Property and <br />Personnel Matters <br />Supplemental Information: <br />G-1 County Manager - Adoption of the FY 19 Cabarrus County Budget - Public <br />Hearing 6:30 p.m. <br />• Budget Ordinances for FY19 <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the agenda as amended, including to <br />table Item G-5 (County Manager - Request for Funds to Begin the Replacement of <br />R. Brown McAllister) due to ongoing discussions with the Cabarrus County Board <br />of Education. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Active Living and Parka - Park and Recreation Month Proclamation <br />Byron Haigler, Active Living and Parks Assistant Director, advised <br />the U.S. House of Representatives and the National Recreation and Park <br />Association (NAPA) have designated July as National Park and Recreation Month. <br />He provided a list of events scheduled for July and read the proclamation aloud. <br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board adopted the proclamation. <br />Proclamation No. 2018-10 <br />PROCLAMATION <br />JULY 2018 Park and Recreation Month <br />WHEREAS, parks and recreation and senior center programs are an integral part <br />of communities throughout this country, including Cabarrus County; and <br />
