June 18, 2018 (Regular Meeting) <br />Page 3577 <br />WHEREAS, our parks, recreation, and senior centers are vitally important to <br />establishing and maintaining the quality of life in our communities, <br />ensuring the health of all citizens, and contributing to the economic <br />and environmental well-being of a community and region; and <br />WHEREAS, parks, recreation and senior center programs build healthy, active <br />communities that aid in the prevention of chronic disease, provide <br />therapeutic recreation services for those who are mentally or <br />physically disabled, and also improve the mental and emotional health <br />of all citizens; and <br />WHEREAS, parks, recreation and senior center programs increase a community's <br />economic prosperity through increased property values, expansion of <br />the local tax base, increased tourism, the attraction and retention of <br />businesses, and crime reduction; and <br />WHEREAS, parks, recreation and senior center areas are fundamental to the <br />environmental well-being of our community; and <br />WHEREAS, parks and natural recreation areas improve water quality, protect <br />groundwater, prevent flooding, improve the quality of the air we <br />breathe, provide vegetative buffers to development, and produce <br />habitat for wildlife; and <br />WHEREAS, our parks and natural recreation areas ensure the ecological beauty of <br />our community and provide a place for children and adults to connect <br />with nature and recreate outdoors; and <br />WHEREAS, the U.S. House of Representatives has designated July as Parks and <br />Recreation Month; and <br />WHEREAS, Cabarrus County recognizes the benefits derived from parks, recreation <br />resources and senior centers. <br />NOW THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of Commissioners <br />do hereby proclaim July 2018 as Park and Recreation Month. <br />Adopted this 18th day of June, 2018. <br />/s/ Stephen M. Morris, Chairman <br />Board of Commissioners <br />(C-2) EMS - Recognition for Mid Carolina Paramedic Skills Competition <br />Justin Brines, EMS Assistant Director, recognized Captain Kara Clarke, <br />and Master Paramedics Nichole Shapiro and Rebecca Norris who competed in the <br />6th Annual Mid Carolina Paramedic Skills Competition. The Cabarrus County EMS <br />team finished 316 out of seven teams. Jimmy Lentz, EMS Director, was also in <br />attendance. <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:40 <br />p.m. He stated each speaker would be limited to three minutes. <br />Janelle Gingrich Caudle, resident of 3985 Rose Cottage Lane in Harrisburg, <br />spoke regarding the 2017 Public Animal Shelter Records Report from the North <br />Carolina Department of Agriculture and Consumer Services. She also requested <br />the Board, county managers, Sheriff's Department and County Attorney provide <br />the names and addresses of 2772 animals in the custody of the Cabarrus County <br />Animal Shelter during 2017. <br />Larry Marlowe, resident of 664 Odell School Road in Concord, spoke <br />regarding the soil issue for the new school being built off of Weddington Road. <br />Nancy Faggart, resident of 139 Palaside Drive NorthEast in Concord, spoke <br />regarding the closing of Beverly Hills Elementary School. <br />Lee Shuman, resident of 633 Grandview Drive in Concord, spoke regarding <br />funds for R. Brown Elementary School. <br />Melissa Golder, resident of 678 Hyde Park Drive NorthEast in Concord, <br />spoke regarding Beverly Hills Elementary School and future school construction. <br />
