June 18, 2018 (Regular Meeting) Page 3617 <br />The Public Health Authority of Cabarrus County has three members whose <br />appointment terms end June 30, 2018. Tom Kincaid and James T. Mack, Jr. have <br />agreed to serve another term if reappointed. Darise Caldwell does not wish to <br />serve another term. If reappointed, an exception to the "length of service" <br />provision of the Appointment Policy will be needed for Mr. Kincaid and Mr. Mack. <br />Letters of recommendation are included in the agenda in this regard. <br />Mark Spitzer, President of Castle and Cooke, LLC, has expressed a keen <br />interest in assuming the vacant Public Member seat on this Board. A letter of <br />recommendation was provided. Mr. Spitzer is a resident of Rowan County. An <br />exception to the "residency" provision of the Appointment Policy will be needed <br />for him. <br />UPON NOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board removed Darise Caldwell from the Public Health <br />Authority of Cabarrus County roster and thanked her for her service. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board reappointed Tom Kincaid and James T. Mack, <br />Jr. to the Public Health Authority of Cabarrus County (Public Member) for three- <br />year terms ending June 30, 2021; including an exception to the "length of <br />service" provision of the Appointment Policy Mr. Kincaid and Mr. Mack. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board appointed Mark Spitzer to the Public Health <br />Authority of Cabarrus County (Public Member) for a three-year term ending June <br />30, 2021; including an exception to the "residency" provision of the Appointment <br />Policy. <br />(H-11) Appointments and Removals - Transportation Advisory Board <br />The terms of appointment for the following members on the Transportation <br />Advisory Board expire June 30, 2016: Larry Bonds (Citizen Advocate/Retire), <br />Art Whittaker (County Schools), Mitchell Burris (Law Enforcement), Aurora Swain <br />(Hispanic Community), Anthony Hodges (Human Services Aging), Skip Kraft <br />(Vocational/Sheltered Workshops), Ann Benfield (Head Start), Dalton Russell (NC <br />Mental Health) and Sharon Corpening (Social Work [Blind]). All, with the <br />exception of Delton Russell are willing to serve another term. <br />Mr. Whittaker resides in Stanly County and Ms. Corpening resides in Rowan <br />County. An exception to the "residency" provision of the Appointment Policy <br />will be needed for them. Mr. Hodges also serves on the Home and Community Care <br />Block Grant Committee. An exception to the "service on multiple boards" <br />provision of the Appointment Policy will be needed for him. <br />Leigh Glass (Cabarrus Health Alliance/Healthy Cabarrus) has resigned from <br />her position on the Transportation Advisory Board. <br />An application has been received from Megan Shuping. She is employed by <br />the Cabarrus Health Alliance and is eligible to fill the vacant Cabarrus Health <br />Alliance/Healthy Cabarrus position. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board reappointed Larry Bonds (Citizen <br />Advocate/Retire), Art Whittaker (County Schools), Mitchell Burris (Law <br />Enforcement), Aurora Swain (Hispanic Community), Anthony Hodges (Human Services <br />Aging), Skip Kraft (Vocational/Sheltered Workshops), Ann Benfield (Head Start), <br />and Sharon Corpening (Social Work [Blind]) to the Transportation Advisory Board <br />for three-year terms ending June 30, 2021; including exceptions to the <br />"residency" provision of the Appointment Policy for Mr. Whittaker, Mr. Kraft <br />and Ms. Corpening and an exception to the "service on multiple boards" provision <br />of the Appointment Policy for Mr. Hodges. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board removed Leigh Glass and Belton Russell from the <br />Transportation Advisory Board roster and thanked them for their service. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board appointed Megan Shuping to the Transportation <br />Advisory Board as the Cabarrus Health Alliance/Healthy Cabarrus <br />representative to complete an unexpired term ending June 30, 2019. <br />(I) REPORTS <br />(I-2) HOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />M niclpalities or on Various Boards/Committees <br />
