July 17, 2018 (Regular Meeting) <br />Page 3638 <br />The County and Town partnered in 2017 to review and update the existing <br />Harrisburg Area Land Use Plan to better reflect current market <br />conditions and land supply. <br />As part of the update process, an Advisory Committee was formed to <br />oversee the process and to provide input and direction to Staff and <br />the consultants working on the project. Cabarrus County had three <br />representatives on the Committee with two alternate members filling in <br />as needed. Cabarrus County was fully represented at all four of the <br />Advisory Committee meetings. Commissioner Kiger also participated in <br />the process as the Planning and Zoning Commission liaison. <br />The project provided multiple opportunities for public input, <br />including in person engagement sessions (4) and on-line survey <br />opportunities (2). Town and County Staff used social media (Twitter, <br />Facebook, County newsletter and Channel 22 programming) to solicit <br />input from citizens for the proposed plan and to encourage <br />participation in the planning process. <br />As a result of the efforts by the county and the town to encourage <br />public engagement, there were close to 200 in person contacts at the <br />public meetings and over 450 on-line survey responses. <br />Using citizen input and area analysis, the Advisory Committee, <br />Consultants, and Staff formulated a draft plan that recognizes existing <br />land use patterns as well as future opportunities for new or expanded <br />land use. <br />The final draft plan was presented at a joint meeting of the Cabarrus <br />County Planning and Zoning Commission and the Town of Harrisburg <br />Planning and Zoning Board on May 16, 2018. <br />The Town of Harrisburg Planning and Zoning Board voted on May 16th to <br />make a recommendation to the elected officials for approval of the <br />draft plan. Harrisburg Town Council voted to adopt the land use plan <br />on June 11, 2018. <br />The Cabarrus County Planning and Zoning Commission voted 8-1 at the <br />June 12, 2018 meeting to forward the draft land use plan to the Board <br />of Commissioners for final consideration. <br />The Board of Commissioners will need to hold a public hearing to <br />receive input on the proposed plan. <br />Chairman Morris opened the public hearing at 6:43 p.m. The public hearing <br />notice was published on July 4 and July 11, 2018 in The Independent Tribune. <br />The public hearing notice was also posted on the County's website <br />(www.cabarruscounty.us) on July 3, 2018 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public Notices) <br />of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore, Chairman Morris <br />closed the public hearing. <br />UPON MOTION of Commissioner Shue, seconded by Vice chairman Honeycutt and <br />unanimously carried, the Board adopted the update to the Harrisburg Area Land <br />Use Plan. <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br />(H-1) Appointments - Early Childhood Task Force Advisory Board <br />In June, the Board adopted a resolution establishing the Early Childhood <br />Task Force Advisory Board (ECTFAB). Since then, applications have been received <br />from qualified individuals. Members are requested to be appointed in staggered <br />years, including exceptions to the Appointment Policy, as indicated on the <br />attached roster. <br />The resolution creating the ECTFAB provided for 15 members. It is <br />also requested to increase that number as needed. <br />Commissioner Poole MOVED to revise the membership of the Early Childhood <br />Task Force Advisory Board to add members as needed and appoint individuals to <br />the Advisory Board in staggered terms as indicated on the attached roster; <br />including exceptions to the Appointment Policy as needed. Vice Chairman <br />Honeycutt seconded the motion. <br />Following a brief discussion, the MOTION unanimously carried. <br />The following individuals were appointed to the Early Childhood Task Force <br />Advisory Board for two-year terms ending July 31,2020: Virginia Amendum, Pam <br />Dubois, Nancy Kiger, Connie Pilkinton, Megan Shuping, Gina Smith, Trina Wenzel, <br />Elizabeth Poole, and Amanda Barrett; including an exception to the "residency" <br />provision of the Appointment Policy for Ms. Pilkinton and Ms. Wenzel; and an <br />
