The County Manager may execute contracts with outside agencies <br />to properly document budgeted appropriations to such agencies <br />where G.S. 153 A -248(b), 259, 449 and any similar statutes <br />require such contracts. <br />10. The County Manager may reject formal bids when deemed appropriate <br />and in the best interest of Cabarrus County pursuant to G.S. 143- <br />129(a). <br />11. The County Manager may reduce revenue projections consistent with <br />prevailing economic conditions, and also reduce expenditures <br />correspondingly. <br />This ordinance and the budget documents shall be the basis of the financial <br />plan for the County of Cabarrus. <br />a. The Finance Director is hereby directed to maintain within the <br />Capital Project Fund sufficient detailed accounting records to <br />satisfy the requirements of the law. <br />b. The Finance Director is directed to report, at the request of <br />the Board, on the financial status of each project element in <br />Section I and on the total revenues received or claimed. <br />c. Copies of this capital project ordinance shall be furnished to <br />the Clerk to the governing Board, and to the Finance Director <br />for direction in carrying out this project. <br />d. The <br />first policy to be presented is the Reserve Policy. Susan Fearrington and Pam <br />Dubois attended the Government Finance Officers Conference and spoke to each <br />rating agency in regard to the reserve policy that the County currently has in <br />place. One item staff felt that was missing based on research, was a <br />replenishment section, should the County ever have to use fund balance and go <br />below the 15 percent policy level. Attached are the changes recommended for <br />approval to update the policy. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board adopted policy updates effective July 1, 2018. <br />(F-4) EMS - Authorization to Purchase Ambulances <br />Staff is requesting authorization to purchase three ambulances using the <br />Savvik buying group at a cost of $165,825 each (total $497,475). The ambulance <br />purchase was included in the FY19 budget adopted on June 16. Ambulances are <br />routinely purchased through the buying group/ cooperative in place of bid <br />requests. The quote used for budgeting purposes is attached. An updated quote <br />has been requested. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board approved the purchase of three Demers Type III <br />Ambulances. <br />
