July 17, 2018 (Regular Meeting) page 3634 <br />(F-5) Finance - Juvenile Crime Prevention Council (JCPC) FY19 Allocation of <br />Funds <br />As part of the Cabarrus County Annual Budget process, an amount is <br />approved for the Juvenile Crime Prevention Council (JCPC) program. The County <br />receives the JCPC funding and then passes the funds on to JCPC approved sub - <br />recipients. The total amount of funds to be received from the North Carolina <br />Department of Public Safety for FY19 is $310,611. During the FY19 budget process <br />$15,500 was placed in the Sheriff's Department budget for JCPC Administration <br />and $295,111 was placed in an unallocated line item awaiting the final <br />allocation by the Cabarrus County JCPC. The first annual <br />payment has been included in the FY19 General Fund Budget. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board approved the financing resolution and authorized <br />the Finance Director to prepare the appropriate budget amendment to record the <br />capital lease. <br />Resolution No. 2018-13 <br />RESOLUTION APPROVING LEASE FINANCING OF CERTAIN EQUIPMENT; THE <br />EXECUTION AND DELIVERY THEREOF; AND PROVIDING FOR CERTAIN OTHER <br />RELATED MATTERS <br />WHEREAS, the County of Cabarrus, North Carolina (the "County') is a <br />validly existing political subdivision of the State of North Carolina, existing <br />as such under and by virtue of the Constitution, statutes and laws of the State <br />of North Carolina (the "State"); <br />WHEREAS, the County has the power, pursuant to § 16CA-20 of the General <br />Statutes of North Carolina to (1) purchase real and personal property, (2) enter <br />into installment financing contracts in order to finance and refinance the <br />purchase of real and personal property used, or to be used, for public purposes <br />
