July 18, 2018 (Cabarrus Summit) Page 3642 <br />The Board of Commissioners for the County of Cabarrus met for the 2nd <br />Quarter Cabarrus Summit 2018 at the Cabarrus Arena and Events Center in Concord, <br />North Carolina at 6:00 p.m. on Wednesday, July 18, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Lynn W. Shue <br />Absent - Commissioner: Elizabeth F. Poole <br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; Michael Miller, <br />Infrastructure and Asset Management Director; Kristin Jones, Budget and <br />Performance Manager; Kasia Thompson, Communications and Outreach Manager; <br />Jonathan Weaver, Multimedia Journalist; Lauren Linker, Clerk to the Board; and <br />Angela Poplin, Deputy Clerk to the Board. <br />The following municipal representatives were also present: <br />City of Concord: Mayor Pro -Tem Jennifer Parsley; Josh Smith, Assistant <br />City Manager; LeDerick Blackburn, Assistant City Manager; and Council Members <br />Terry Crawford, Ella Mae Small, JC McKenzie, Sam Leder and Brian King. <br />City of Kannapolis: Darrell Hinnant, Mayor; Eddie Smith, Deputy City <br />Manager; and Council Members Roger Haas and Tom Kincaid. <br />Town of Harrisburg: Steve Sciascia, Mayor; Haynes Brigman, Town Manager; <br />John Booth, Mayor Pro -Tem; and Council Members Troy Selberg, Benita Conrade, <br />Christopher Barfield and Diamond Staton-Williams. <br />Town of Midland: John Crump, Mayor; Doug Paris, Town Manager; Darren <br />Hartsell, Mayor Pro -Tem; and Council Members Mike Tallent and Rich Wise. <br />Town of Mount Pleasant: Del Eudy, Mayor; Randy Holloway, Town <br />Administrator; and Council Member Warren Chapman. <br />Chairman Morris called the meeting to order at 6:07 p.m. <br />Introductions and Updates on Current Events and Impacts <br />Chairman Morris welcomed municipal elected officials, city managers and <br />other guests. Representatives from the cities and the towns provided an update <br />on current, and ongoing projects in their jurisdictions and recognized members <br />of their staff in attendance. Mike Downs, County Manager, presented an update <br />on Cabarrus County projects and recognized staff in attendance. <br />Dinner Break <br />The Board took a dinner break at 6:21 p.m. The meeting resumed at 6:55 <br />p.m. <br />Lecislativa Update <br />Mike Downs, County Manager, presented a brief update on legislative issues <br />that were stopped in the Senate and that the Board will request again next year. <br />There was discussion regarding issues of interest from the municipalities <br />in regards to transportation and the firefighter's supplemental fund. <br />Public Safety - Law Enforcement <br />County/Harrisburg/Midland/Mount Pleasant <br />Sheriff Brad Riley presented statistics regarding the Sheriff's <br />Department that affect the quality of life in the County. He also commented on <br />challenges regarding recruitment for the Department. <br />Kannapolis <br />Chief Woody Chavis presented statistics regarding the Kannapolis Police <br />Department. He also discussed challenges in Kannapolis and commented on <br />Community Watch issues and staffing issues. He reported there are currently no <br />vacancies in the Kannapolis Police Department. <br />Concord <br />
