September 4, 2018 (Work Session) Page 3681 <br />Infrastructure and Asset Management - Midland Library Project Update <br />Emery Ortiz, Library Director, provided an update on the status of the <br />Midland Library. She advised contact has been made with the furniture provider, <br />job postings for staff will be opened soon, and books have been selected. <br />Kyle Bilafer, Area Manager of Operations, provided a diagram of the design <br />plan regarding data and electrical ports. He stated the plan has been submitted <br />for the review process. <br />A discussion ensued. During discussion, Mr. Bilafer, Ms. Ortiz and Mike <br />Downs, County Manager, responded to questions from the Board. <br />Discussion Items for Action at September 17, 2018 Meeting <br />Cabarrus County Schools - Contingency Fund Request for Hickory Ridge Elementary <br />School Project - $600,000 <br />Susan Fearrington, Finance Director, presented a request from Cabarrus <br />County Schools (CCS) for $600,000 from the Hickory Ridge Elementary School <br />contingency funds for heavy rock removal. <br />A discussion ensued. During discussion, Ms. Fearrington responded to <br />questions from the Board. <br />County Manager - Central Area Plan Interlocal Agreement Modification <br />Jonathan Marshall, Deputy County Manager, reported the Board of <br />Commissioners and the Concord City Council entered into an Interlocal Agreement <br />to manage growth in particular areas of the County. In that regard, two citizens <br />have approached the City of Concord for approval to build a home on a vacant <br />lot. The City of Concord has approved construction and requests approval from <br />the Board of Commissioners. If approved, he stated a modification to the <br />Interlocal Agreement will be needed. <br />County Manager - Proposed Wireless Telecommunications Tower at the Cabanas <br />Arena <br />Jonathan Marshall, Deputy County Manager, reported PRS Tower Management <br />Services and Sell Tower have submitted a proposal to construct and manage a <br />wireless telecommunications tower behind the Cabarrus Arena. He advised prior <br />tower proposals have not moved forward. Mr. Marshall stated the location of <br />this tower would improve general service and improve wireless services in the <br />Arena and adjacent buildings. He further advised staff requests approval to <br />continue moving forward and to present a proposed final agreement at a future <br />meeting. <br />A discussion ensued. During discussion, Mr. Marshall responded to <br />questions from the Board. <br />County Manager - Reappropriation of Funds for Ongoing Projects, Grants and <br />Commitments <br />Kristin Jones, Budget and Performance Manager, presented a new list of <br />projects that were budgeted in the prior fiscal year, but were not completed. <br />Ms. Jones stated a reappropriation of funds, via fund balance, is needed to <br />transition the projects to the new (current) fiscal year. <br />Department of Human Services - FY19 Home and Community Care Block Grant (HCCBG) <br />Funding Plan Revision <br />Anthony Hodges, Adult and Aging Services Program Administrator, presented <br />a request for a revision to the FY19 Home and Community Care Block Grant (HCCBG) <br />Funding. He reported the HCCBG will receive an additional $63,424 before the <br />county's match. He stated the HCCBG Advisory Committee met in July and voted to <br />divide the additional funds among medical transportation, adult day health, <br />delivery of meals through Meals on Wheels and housing and home repairs. <br />Department of Human Services - Transportation FY19 ROAP Application <br />Jessica Hillis, Department of Human Services, Operations and Training <br />Supervisor, requested approval for the Rural Operating Assistance Program (ROAP) <br />Grant. She stated this grant provides funds for the Elderly and Disabled <br />Transportation Assistance Program (EDTAP), Employment Transportation Assistance <br />Program (EMPL) and the Rural General Public Program (RGP). The grant total is <br />$208,315; it does not require a public hearing. <br />
