September 4, 2018 (Work Session) Page 3682 <br />A discussion ensued. During discussion, Ms. Billie responded to questions <br />from the Board. Anthony Hodges, Adult and Aging Services Program Administrator, <br />was also in attendance. <br />Finance - Small Projects Fund Update for Now Soil and Water Easement Grant, <br />Project Write-offs and Legal Expenditures <br />Susan Fearrington, Finance Director, reported a budget amendment and <br />project ordinance will be needed for funds for three small projects. <br />Kelly Sifford, Planning and Development Director, reported, with the <br />assistance of the North Carolina Department of Agriculture, Cabarrus County <br />will be awarded $116,516.50 in funding for a conservation easement named the <br />Hill Farm Easement. The County match comes from surveys, legal work and other <br />in-kind services that are budgeted. She stated there is no need for a cash <br />match at this time for the project. A budget amendment and project ordinance <br />is necessary to: 1) record the new easement, 2) write off completed Soil and <br />Water projects, and 3) reallocate funds for additional legal expenditures <br />related to Soil and Water easements. <br />Finance - Write-off of Ambulance Receivables for FY2014 - $1,146,625 <br />Susan Fearrington, Finance Director, requested approval to write-off <br />$1,146,625 in outstanding ambulance account receivables from the Emergency <br />Medical Services (EMS) Department. <br />A discussion ensued. During discussion, Jimmy Lentz, EMS Director, <br />responded to questions from the Board. <br />Planning and Development - HOME Program Comprehensive Annual Performance and <br />Evaluation Report (CAPER) <br />Kelly Sifford, Planning and Development Director, reported there has not <br />been any activity this year in preparation for the Prosperity Ridge project. <br />She stated construction is expected to begin in November and is expected to <br />take one year to complete. Ms. Sifford advised a public hearing will be needed <br />at the regular meeting. <br />Sheriff's Department - Contract Approval for Radio Network Ethernet Backhaul <br />Mike Downs, County Manager, presented a request for the Motorola upgrade <br />proposal for the Cabarrus County Radio Communications Network. He stated the <br />cost will be shared by Cabarrus County (40 percent), the City of Concord (40 <br />percent) and the City of Kannapolis (20 percent). Cabarrus County's cost is <br />$393,840 plus the County's portion for the phase 1 equipment installation of <br />$16,000; for a total cost of $409,840. Mr. Downs advised the cost was in the <br />approved budget for FY2018/2019. <br />A discussion ensued. During discussion, Sergeant Travis McGhee and Mr. <br />Downs responded to questions from the Board. <br />BOC - NCACC Solicitation of County Legislative Goals <br />Mike Downs, County Manager, updated the Board of Commissioners regarding <br />the list of Legislative Goals submitted to the legislators by the North Carolina <br />Association of County Commissioners (NCACC) in September, 2016. He stated the <br />NCACC provides a current list of their goals to the legislators every two years <br />and the NCACC requests all County Commissioners to review the current list and <br />submit their comments and any suggested changes so a current list can be compiled <br />and provided to the legislators. <br />A lengthy discussion ensued. <br />Approval of Regular Meeting Agenda <br />The Board discussed the placement of the items on the agenda. <br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the September 17, 2018 agenda as <br />follows. <br />Approval or Correction of Minutes <br />• Approval or Correction of Meeting Minutes <br />Recognitions and Presentations <br />• EMS - Recognition of Dr. Craig Corey <br />• HOC - Red Ribbon Week 2018 Proclamation <br />
