The total cost for installation of <br />the phase 1 equipment is $40,000. The Cabarrus County portion is $16,000. The <br />total cost for Cabarrus County for both phases is $409,840. Funding was provided <br />through the capital improvement budget for FY19. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board approved the bid award and authorized the County <br />Manager to execute the contract between Cabarrus County and Motorola Solutions, <br />subject to revision by the County Attorney. <br />(F-10) Tax Administration - Refund and Release Reports - August 2018 <br />The Release Report contains taxpayers' names, bill numbers, valuations, <br />tax amounts, along with the justifications for releasing the valuation/tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105-381. The Refund <br />Report is a summary sheet which lists data from each refund request form, along <br />with the justification for the refunds to the taxpayers in accordance with <br />N.C.G.S. 105-381. <br />Note: Due to the transition of motor vehicles onto the new North Carolina <br />Vehicle Tax System (NCVTS), motor vehicle -related refunds and releases will <br />begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board approved the August, 2018 Refund and Release <br />Reports as submitted, including the NCVTS Refund Report, and granted authority <br />to the Tax Collector to process the refunds and releases. The report is hereby <br />incorporated into the minutes by reference and is on file with the Clerk to the <br />Board. <br />(F-11) Tax Administration - Write-off of Outstanding Real and Personal Taxes <br />for 2008 <br />The Tax Collections office uses all resources available and due diligence in <br />trying to collect all outstanding taxes that are afforded by the state of North <br />Carolina. However, the ten-year statute of limitations prevents the Tax <br />Collector from using remedies to collect taxes that are more than ten years <br />past due. NCGS 105-378a "USE OF REMEDIES BARRED" states that no county or <br />municipality may maintain an action or procedure to enforce any remedy provided <br />by law for the collection of taxes or enforcement of any tax liens unless the <br />action or procedure is instituted within ten years from the date the taxes <br />became due. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board approved the write-off of all outstanding 2008 <br />real and personal property taxes as of September 1, 2008 for Cabarrus County <br />and all municipal jurisdictions for which the county collects. <br />(G) NEW BUSINESS <br />(G-1) Planning and Development - HOME Program Comprehensive Annual Performance <br />and Evaluation Report (CAPER) <br />Kelly Sifford, Planning and Development Director, reported as a <br />participant in the Cabarrus/Iredell/Rowan HOME Consortium, Cabarrus County is <br />required to report annually on HOME program activities through the Comprehensive <br />Annual Performance Evaluation Report (CAPER). Ms. Sifford, stated there were <br />only fair housing and public hearing activities listed for the year as work has <br />been moving forward to finalize the multi -jurisdictional senior housing project, <br />Prosperity Ridge. She stated Cabarrus County has $94,206 in 2016-2017 HOME funds <br />that have not been expended in addition to $90,392 in 2015-2016 funds that have <br />not been expended. The funding for both years is committed to a senior rental <br />housing 60 -unit complex planned for 110 N. Little Texas Road in Kannapolis. <br />The multiyear project is slated to begin construction this fall. Cabarrus County <br />expended a total of $784 in 2017-2018. A public hearing is required. <br />Chairman Morris opened the public hearing at 6:58 p.m. The Public Hearing <br />Notice was published on September 5 and 9, 2018 in The Independent Tribune. The <br />public hearing notice was also posted on the County's website <br />(www. cabarrus county• us) on September 5, 2018 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public Notices) <br />of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore, Chairman Morris <br />closed the public hearing. <br />
