September 17, 2018 (Regular Meeting) Page 3687 <br />WHEREAS, September 17, 2018 marks the two hundred and thirty-first <br />anniversary of the signing of the Constitution of the United States of America <br />by the Constitutional Convention; and <br />WHEREAS, it is fitting and proper to officially recognize this magnificent <br />document and the anniversary of its creation; and <br />WHEREAS, it is fitting and proper to officially recognize patriotic <br />celebrations which will commemorate the occasion; and <br />WHEREAS, Public Law 915 guarantees the issuing of a proclamation each <br />year by the President of the United States of America designating September 17 <br />through 23 as Constitution Week; <br />NOW, THEREFORE, the Cabarrus County Board of Commissioners hereby <br />proclaims September 17-23, 2018 as <br />CONSTITUTION WEEK <br />in Cabarrus County and urge our citizens to reaffirm the ideals the <br />Framers of the Constitution had in 1787. <br />Adopted this 17�- day of September, 2018. <br />/s/Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />(C-3) Emergency Management - Hurricane Florence Update <br />Bobby Smith, Emergency Management Director, provided an update regarding <br />Hurricane Florence and the response to it. The update included: <br />• Operation of the Emergency Operations Center (EOC) <br />• Additional staffing throughout the weekend for emergency services <br />• Report of damage in the county <br />• Required inspections prior to bridge openings <br />• Power outages <br />• Water rescues <br />Mr. Smith reported some emergency services personnel have been deployed <br />and others placed on standby to other areas in the state affected by the <br />hurricane to assist with their needs. <br />Chairman Morris commented on the outstanding preparedness of the EOC and <br />commended staff for their efforts and long hours in dealing with the hurricane <br />and its aftermath. <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:47 <br />p.m. He stated each speaker would be limited to three minutes. <br />Marcia Morris, resident of 7601 Brusharbor Road in Concord, representing <br />the Mount Pleasant Friends of the Library, stated the funding goal of The <br />Friends of the Library has been met. Ms. Morris also spoke about the needs of <br />the Mount Pleasant library. In addition, she expressed support for Rick <br />Burleyson to be appointed to the Library Board of Trustees. <br />James Fulton, resident of 224 Ingleside Drive in Concord, spoke regarding <br />funding discussed at the June 4, 2018 Work Session for McAllister Elementary <br />School. He also commented and questioned possible renovation construction for <br />McAllister Elementary School and possibly Beverly Hills Elementary School. <br />With there being no one else to address the Board, Chairman Morris closed <br />that portion of the meeting. <br />(E) OLD BUSINESS <br />'(E-1) Infrastructure and Asset Management - Surplus of Historic Items to <br />Historic Cabarrus <br />Jonathan Marshall, Deputy County Manager, reported at the August 6, 2018 <br />work session, staff recommended historic items previously stored at the <br />Governmental Center and no longer being displayed, to be declared as surplus <br />and donated to Historic Cabarrus for permanent display. He stated Commissioner <br />
