September 17, 2018 (Regular Meeting) Page 3693 <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board approved the Ad Hoc Modification to the Central <br />Area Plan Interlocal Agreement for Bullard and Simpson; including authorization <br />for the County Manager to sign the modification, subject to review and revision <br />by the County Attorney. <br />(F-3) County Manager - Proposed Wireless Telecommunications Tower at the <br />Cabarrus Arena <br />PRS Tower Management Services and Sell Tower have submitted a proposal to <br />construct and manage a wireless telecommunications tower behind the Cabarrus <br />Arena. The County considered and approved a similar proposal a number of years <br />ago but that tower was not constructed due to plans for a tower on a nearby <br />privately owned parcel. The tower on the adjacent land has not moved forward <br />and a new proposal has been submitted to the County. Benefits of a tower in <br />this location are improved general service and improved wireless services in <br />the Arena and adjacent buildings. There are a number of details to work out on <br />this proposal so staff would recommend that any final agreement come back before <br />the Board of Commissioners. Sylvia Langevin with PRS was available at the work <br />session for any questions about the proposal. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board approved staff negotiating a tower construction <br />and lease agreement with PRS and Sell Tower. <br />(F-4) County Manager - Reappropriation of Funds for Ongoing Projects, Grants <br />and Commitments <br />Each year there are new projects, grants and commitments that need to be <br />transitioned to the new fiscal year when they are unable to be completed within <br />the fiscal year they were budgeted. A reappropriation of funds, via fund <br />balance, is needed to transition the projects to the new fiscal year.
