October 15, 2018 (Regular Meeting) Page 3727 <br />Chairman Morris opened the public hearing at 7:13 p.m. The Public Hearing <br />Notice was posted on the County's website (www.cabarruscounty.us) on October 5, <br />2018 in accordance with Article 2, Administration, Section 2.1 (Use of <br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />Ordinances. <br />There was no one present to address the Board; therefore, Chairman Morris <br />closed the public hearing. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board approved an economic development speculative <br />industrial agreement (3 years, 85 percent) between Project Meadows Building 2 <br />(Fortis -Richardson LLC) and Cabarrus County, and authorized the County Manager <br />to execute the Agreement on behalf of the Board, subject to review or revision <br />by the County Attorney. <br />(G-6) Planning and Development - Proposed Text Amendment TEXT2018-00002, <br />Chapter 16, Flood Damage Prevention Ordinance - Public Hearing 6:30 p.m. <br />Susie Morris, Planning and Zoning Manager, presented proposed text <br />amendments to the Cabarrus County Development Ordinance, Chapter 16, Flood <br />Damage Prevention. The North Carolina Department of Public Safety has provided <br />new maps. The amendment will replace the current Model Floodplain Ordinance <br />with an updated version. The amendment will require the Board's approval and <br />made effective November 16, 2018. Also, a public hearing is required. <br />Chairman Morris opened the public hearing at 7:15 p.m. The Public Hearing <br />Notice was published in The Independent Tribune on October 3, 2018 and October <br />10, 2018. The Public Hearing Notice was also posted on the County's website <br />(www. cabarrus county. us) on October 2, 2018 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public Notices) <br />of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore, Chairman Morris <br />closed the public hearing. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board approved TEXT2018-00002, proposed text amendment <br />to Chapter 16 of the Cabarrus County Development Ordinance, adoption of the new <br />FEMA FIRM maps dated November 16, 2018 and adoption of the Consistency <br />Statement. <br />Ordinance No. 2018-47 <br />AN ORDINANCE AMENDING THE CABARRUS COUNTY DEVELOPMENT ORDINANCE <br />TEXT2018-00002 CHAPTER 16, FLOOD DAMAGE PREVENTION <br />BE IT ORDAINED that the Cabarrus Development Ordinance is hereby amended as <br />follows: <br />AMEND CHAPTER 16, FLOOD DAMAGE PREVENTION AS FOLLOWS: <br />DELETE current Chapter 16 in its entirety from the Cabarrus County Development <br />Ordinance. <br />REPLACE with new Chapter 16, which also includes the adoption of new FEMA FIRM <br />maps dated November 16, 2018. <br />BE IT ALSO ORDAINED that the Cabarrus County Development Ordinance is hereby <br />amended as follows: <br />RENUMBER AND REVISE the Table of Contents and page numbers in the Cabarrus <br />County Development Ordinance to correspond to the text changes as needed. <br />Adopted this 15th day of October by the Cabarrus County Board of Commissioners. <br />/s/ Stephen M.
