Morris, Chairman <br />Cabarrus County Board of Commissioners <br />ATTEST: <br />/s/ Lauren Linker <br />Clerk to the Board <br />Consistency Statement for Proposed Amendment to the Cabarrus County <br />Development Ordinance <br />TEXT2018-00003 and TEXT2018-00004 <br />Having reviewed and considered the Proposed Amendments TEXT2018-00003 and <br />TEXT2018-00004, the accompanying documents, the staff analysis, comments from <br />the general public, and the recommendation from the Cabarrus County Planning <br />and Zoning Commission, the Cabarrus County Board of Commissioners adopts this <br />statement of consistency. <br />The Proposed Amendments are consistent with the Small Area Land Use Plans <br />(Plans) because the Plans seek to create a safe and healthy community, to <br />preserve open space, to create expanded housing options, and to encourage <br />economic development. <br />The Proposed Amendments are reasonable and in the public interest because: <br />TEXT2018-00003-The proposed amendment to Chapter 10 will allow flexibility for <br />new non-residential development in unincorporated Cabarrus County while still <br />seeking to maintain public safety. The proposed amendment to Chapter 14 will <br />allow additional time and opportunity for recovery and rebuilding for non- <br />conforming uses after natural events such as fires or flooding. <br />TEXT2018-00004-The proposed amendments to Chapter 2 and Chapter 7 will generate <br />additional opportunities for aging in place by providing secondary housing <br />options that are in keeping with the size and scale of the existing structure. <br />This approach allows for gentle density increases as needed without negatively <br />impacting overall neighborhoods. The proposed amendment also allows additional <br />use of individual lots that may have otherwise been restricted due to building <br />placement and size. <br />For the reasons set forth above, the Planning and Zoning Commission recommends <br />that the Cabarrus County Board of Commissioners consider adopting proposed <br />amendments TEXT2018-00003 and TEXT2018-00004. <br />For the reasons set forth above, the Cabarrus County Board of Commissioners <br />hereby adopt this Statement of Consistency and approve TEXT2018-00003 and <br />TEXT2018-00004. <br />Signed this 15th day of October, 2018. <br />/s/ Stephen M.
