November 5, 2018 (Work Session) <br />Page 3734 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina at 4:00 p.m. on Monday, November 5, 2018. <br />Present - Chairman: <br />Stephen <br />M. Morris <br />Vice Chairman: <br />Diane R. <br />Honeycutt <br />Commissioners: <br />F. Blake <br />Kiger <br />Lynn W. <br />Shue <br />Absent - Commissioner: <br />Elizabeth <br />F. Poole <br />Also present were Mike Downs, County Manager; Richard Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; and Lauren Linker, <br />Clerk to the Board. <br />Chairman Morris called the meeting to order at 4:00 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the agenda: <br />Additions: <br />Closed Session <br />6-1 Closed Session - Pending Litigation and Personnel Matters <br />Supplemental Information: <br />Discussion Items - No Action <br />3-2 Library - Library Survey Results and Needs Assessment <br />• PowerPoint Presentation <br />Discussion Items for Action <br />4-9 ITS - Enterprise Multi -Functional Printer Contract <br />• Company Information <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the agenda as amended. <br />Discussion Items - No Action <br />Fair - 2018 Cabarrus County Fair Update <br />Kate Sharpe, Fair Director, provided an update on the 2018 Cabarrus County <br />Fair. A brief discussion followed the presentation. Information in the <br />presentation included the following topics: <br />• Total Overall Attendance <br />• Largest Daily Attendance <br />• Total Volunteer Hours <br />• Total Fair Entries <br />• Notable Attendance Impact <br />• Revenue Comparisons <br />• Receipt Comparisons <br />• 5 Year Attendance Breakdown <br />Library - Library Survey Results and Needs Assessment <br />Emery Ortiz, Library Director, presented a PowerPoint presentation titled <br />Community Needs Assessment and Public Survey Results. Topics included: <br />• Who: Demographic data and projections <br />• What: Use and perceived value of services <br />• When/Where: Feedback on hours and locations <br />• Urban Growth Model: 2030 projection <br />• How: Suggestions for improvement and growth <br />A discussion ensued. During discussion, Ms. Ortiz responded to questions <br />from the Board. <br />Tax Administration - Gap Billing <br />David Thrift, Tax Administrator, presented an overview and history of <br />vehicle tax collections resulting in the need for motor vehicle gap billing. <br />
