November 5, 2018 (Work Session) Page 3736 <br />Anthony Hodges, Adult and Aging Services Program Administrator, presented <br />the revised Cabarrus County Transportation System (CCTS) Passenger Policy, which <br />provides guidance and rules for all passengers that include an explanation of <br />suspension and termination of services to passengers. Mr. Hodges stated all <br />passengers will be required to sign a copy of the policy that will be kept on <br />file by CCTS. <br />A discussion ensued. During discussion, Bob Bushey, Transportation <br />Manager, and Kyle Bilafer, Area Manager of Operations, responded to questions <br />from the Board. Stan Parnell, Driver Supervisor, was also in attendance. <br />Human Services - In -Home Aide Policy <br />Anthony Hodges, Adult and Aging Services Program Administrator, <br />presented an update regarding the In -Home Aide Policy in preparation of the <br />next certification review in December 2018. He also responded to questions from <br />the Board. <br />Infrastructure and Asset Management - Cabarrus County Frank Liske Park Lower <br />Lot Restroom Bid Award <br />Kyle Bilafer, Area Manager of Operations, reported on September 28, 2018 <br />the County advertised the bid package for the construction of the Frank Liske <br />Park Lower Lot Restroom. The advertisement was posted on Cabarrus County's <br />website. Mr. Bilafer also reported a mandatory pre-bid meeting was held at the <br />Governmental Center's Multipurpose Room on October 2, 2018. He stated sealed <br />bids were collected on October 18, 2018. Upon review of the sealed bids by Yates <br />Chreitzberg Hughes Architects, staff recommended awarding the bid to Ike's <br />Construction. <br />The bid tabulation is as follows: <br />nsxlels <br />A discussion ensued. During discussion, Mr. Bilafer responded to questions <br />from the Board. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item due to time constraints. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the bid award and authorized the <br />County Manager to execute the contract between Cabarrus County and Ike's <br />Construction, subject to revision by the County Attorney.
