December 17, 2018 (Regular Meeting) Page 3780 <br />UPON NOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board appointed Bobby Connor to the Cabarrus County <br />Senior Centers Advisory Council for a three-year term ending December 31, 2021. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board appointed Anita Helms to the Cabarrus County <br />Senior Centers Advisory Council to complete an unexpired term ending December <br />31, 2019. <br />(H-5) Appointments and Removals - Mental Health Advisory Board <br />Several terms on the Mental Health Advisory Board expire December 31, <br />2018. William Hamby, Jr., Brad Riley and Woody Chavis do not wish to serve <br />another term. Judge Christy Wilhelm, Sheriff Van Shaw and Captain Terry Spry <br />are recommended to fill their positions. <br />Commissioner Elizabeth Poole, Mayor Steve Sciascia, Mayor John Crump, John <br />Basilice, Reid Thornburg, Karen Calhoun, Tri Tang, Georgia Lozier and David <br />Wall are willing to serve another term. Ms. Calhoun, Mr. Tang, Mr. Thornburg <br />and Mr. Wall do not reside in Cabarrus County. An exception to the "residency" <br />provision of the Appointment Policy will be needed for them. <br />UPON NOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board removed William Hamby, Jr., Brad Riley and Woody <br />Chavis from the Mental Health Advisory Board roster and thanked them for their <br />service. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board appointed Christy Wilhelm (Local Judge), Van <br />Shaw (Cabarrus County Sheriff's Office), and Captain Terry Spry (Kannapolis <br />Police Department) to the Mental Health Advisory Board for two-year terms ending <br />December 31, 2020. <br />UPON NOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board reappointed Elizabeth Poole (County <br />Commissioner), Steve Sciascia (Mayor/City Council Harrisburg), John Crump <br />(Mayor/City Council Midland), John Basilice (Cabarrus County Schools), Reid <br />Thornburg (Cardinal innovations Healthcare), Karen Calhoun (Department of Human <br />Services), Tri Tang (Local Providers), Georgia Lozier (At -large) and David Wall <br />(At -large) to the Mental Health Advisory Board for two-year terms ending <br />December 31, 2020; including an exception to the "residency" provision of the <br />Appointment Policy for Ms. Calhoun, Mr. Tang, Mr. Thornburg and Mr. Wall. <br />(I) REPORTS <br />(I-1) BOC - Receive Updates from Commission Members Who Serve as Liaisons <br />Vice Chairman Honeycutt announced the Senior Center Christmas party that <br />was postponed due the recent snowstorm has been rescheduled to Thursday, <br />December 20, 2018, from 10:00 a.m. to 2:00 p.m. It will be held at the Arena <br />and all citizens 50 and older are welcome. <br />(I-2) Board of Commissioners Request for Applications for County <br />Boards/Committees <br />Applications are being accepted for the following County <br />Boards/Committees: <br />• Active Living and Parks Commission - 1 Expired Term and 3 Terms <br />Expiring Soon <br />• Adult Care Home Community Advisory Committee - 9 Vacant Positions <br />• Agricultural Advisory Board - 2 Terms Expiring Soon <br />• Cabarrus County Animal Protection Advisory Board - 1 Vacant Position <br />• Cabarrus County Planning and Zoning Commission - 2 Vacant Positions <br />(Alternates) <br />• Concord Planning and Zoning Commission (ETJ) - 1 Vacant Position <br />• Home and Community Care Block Grant Committee - 3 Terms Expiring Soon <br />• Juvenile Crime Prevention Council - 1 Vacant Position (Student Under <br />18) <br />• Mount Pleasant Planning Board and Board of Adjustment - 1 Vacant <br />Position (alternate) <br />• Nursing Home Community Advisory Committee - 7 Vacant Positions <br />• Transportation Advisory Board - 3 Vacant Positions (Midland, NC Mental <br />Health and Clergy) <br />• Watershed Improvement Commission - 1 Term Expiring Soon <br />
