Planning and Zoning Commission <br />Minutes <br />November 9, 2021 <br />to table this case. Canadian Solar had submitted some documents as closeout documents based <br />on site conditions. At that time, the Board decided that they wanted to form a committee and that <br />committee has since visited the site. <br />If the Board remembers, a summary memo was provided to the applicant. The applicant, since <br />that time, has been working on trying to resolve those comments that were submitted by the <br />committee. <br />County Staff and NCDEQ Staff visited the site in October 2021, and the findings are provided in <br />the new memo. County Staff made an additional visit back to the site, so you will see that some <br />of the pictures are dated differently. <br />She said looking at the memo, Comment #1, the gap area on Joyner Road has been planted. If the <br />Board remembers, one of the things that the Committee needed to decide on was the as-built <br />landscape plan that Canadian Solar had provided. Some of that landscape was not installed, some <br />of it was installed in different areas and some of it was also substituted. <br />The Committee decided they were good with the plan, and how it looked at that time. Which <br />now, over a year and a half has passed. The memo that we are talking about specifically <br />addresses those issues. That area has been planted with Leyland Cypress and hollies, as you can <br />see in this photo from October 29, 2021. <br />The left side of the access road, where the house is adjacent to the fence, the first time that Staff <br />went out there, there were no trees there. We let Canadian Solar know that, and they notified us <br />that the trees had been installed. You can see that on October 27, 2021, those trees were installed <br />in that area and they are located in the general area where the Committee wanted them to be <br />located. <br />Comment #2 - As far as the Stream/Wetland and Floodplain Restoration areas, Mr. Charles Bass <br />accompanied us on site. He works for the Soil and Water Conservation District which is a part of <br />our department. He went out with us because the planting plan that was approved for the <br />restoration in that area was through their division. Mr. Bass was in general pleased with the <br />plantings that were there. We did see some areas where some of the small seedlings, it looked <br />like they had gotten some bad seedlings. She said that is a thing. We did not know that was thing, <br />but it is a thing. Some of them are dead. <br />But, in his opinion, the other trees that were there were meeting the plan and the intent of what <br />the original staff member had worked out in that plan. The photos that you see are from October <br />12, 2021. In some of those, you can see where the small flags were; you also had the updated <br />memo that Canadian Solar provided, that had additional pictures from back when those were <br />originally installed. It has been quite some time, because we were trying to make one site visit <br />and kind of be done with everything.
