Personnel Ordinance Updates March 2022 <br />The changes requested are tied to the compression presentation shared with the Board of <br />th <br />Commissioners at the Budget Retreat on Saturday, February 27 with the exception on one item on <br />seasonal staff. The goal of these changes is to move the County into a better position to prevent <br />recurrent of wage compression. <br /> <br />Article I. Organization of Personnel System <br /> <br />Section 3. Definitions <br />(ii) Salary Range. The minimum and maximum salary for a given classification and includes the hire rate <br />(35% percentile point of the approved salary range table). <br /> <br /> <br />Article III. The Pay Plan <br /> <br />Section 3. Use of Salary Ranges <br /> <br />The following provisions shall govern the hiring rate of pay, as well as the granting of within-the-range pay <br />increases: <br />th <br />(a) Hiring Range. The hiring range for a vacant position is the entry or minimum rate through the 35 <br />percentile of the salary grade assigned to the job class for the position. Appointment within the hiring <br />range is based on factors such as applicant qualifications being higher than the desired/required <br />education, abilities and experience for the class; a shortage of available qualified applicants; and/or <br />the refusal of qualified applicants to accept employment at the minimum rate for the grade. The <br />County Manager has final appointment approval for initial hire or internal promotion within the hiring <br />range and in extraordinary circumstances may approve appointments above the hire rate. <br />th <br />(b) Hire Rate. The 35 percentile of the salary range is the hire rate for each salary range and designates <br />the minimum rate of pay a fully trained and qualified employee should receive for satisfactory <br />performance. <br /> <br /> <br /> <br />Section 6.
