for a salary increase equivalent to the competitive market rate. Increases shall be calculated based on <br />th <br />credit for experience and education. Increases that exceed the 35 percentile of the range must be <br />approved by the County Manager. <br /> <br /> <br />Article IV. Recruitment and Employment <br /> <br />Section 9. Offers of Employment <br /> <br />Before any commitment is made to an applicant, the department head shall complete the required pre- <br />hire workflow and route to the Human Resources Director with a proposed salary to be paid and the <br />reasons for selecting the particular applicant over others along with the anticipated start date. After <br />reviewing the qualifications and experience of the applicant, the County Manager or designee shall <br />approve or reject the selection and determine the classification and starting salary of the employee, <br />except that appointing authorities other than the County Manager shall make the appointment where <br />authorized by statute (ex. Tax Administrator, Clerk to the Board, Board of Elections Director, County <br />Manager). Starting salaries of new employees may only go up to the 35% percentile of approved salary <br />ranges and must be reviewed with Human Resources prior to offer. The County Manager can authorize <br />pay beyond this point but must be provided with detailed justification for the request prior to offer to <br />candidate. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
