Planningand Zoning Commission <br />Minutes <br />June 14, 2022 <br />The subject property is located within the Dutch Buffalo WS-II watershed protected areaand it is <br />100 percent covered. <br />She said there are two excerpts from the Ordinance concerning watersheds. <br />Residentialand non-residential development shall not exceed twelve (12%) percent. <br />Lots that were developed prior to the adoption ofthe watershed regulations on December <br />20, 1993,are considered grandfathered lots.In no case, however, shall the overall built- <br />upon area for a property exceed the impervious or structural coverage allowed for the <br />underlying zoning district. <br />She said this one is a little bit different as wellfor AO because it allows 15 percent. Right now, <br />their coverage is 24 percent, but prior to 1993,they had 109,719 square feet. They have only <br />added about 275 square feet since 1993. Almost all of the impervious coverage was developed <br />prior to December 1993. <br />Rezoning would allow the current institutional use to expandup to 75 percent impervious <br />coveragein the OI district. The OI zoning district serves as a transitional district between <br />residential and commercial districts. It is also the more appropriate district for institutional uses, <br />like churches. <br />The proposed zoning change to OI would provide greater flexibility for future use of the site, <br />including allowing additional impervious area and additional signage to be permitted on the site. <br />This is a conventional rezoning request;therefore,all uses permitted in the OI zoning district <br />would be allowed on the subject property if approved. <br />The Chair asked if there were any questions for Staff. There being none he called on the <br />applicant. <br />Mr. James Bailey, 6000 Emanuel Road, Rockwell,NC., addressed the Board. The request is for a <br />change in the signage. It is actually going to sit in the same footprintthat our current sign does. <br />We are going to move it over to digital signage. <br />He said one of the things, if you are familiar with the Rimer community,isthat there is not a lot <br />up there.So,our site is often used for community events,and we think this will be a better <br />service to the communityto change the signage out. As it currently stands,it is an old signand <br />that is the request tonight. <br />The Chair asked if there were any questions for Staff or the Applicant. There being none he <br />opened the Public hearing. There being no one to speak for or against,he closed the Public <br />Hearing. <br />5 <br /> <br />
