Chrystal Swinger, Cabarrus Health Alliance <br /> <br /> <br />Land Use Plan Analysis <br /> <br />The subject property is located within the boundary of the Northwest Cabarrus Land Use Plan (Plan) and <br />is designated medium density residential. The residential designation of the Plan emphasizes a strong <br />rural, pastoral feel. Natural environmental elements should be retained if at all possible. In these areas <br />density will be kept very low. Development will include standard single family detached dwellings, other <br />more intense forms of residential settlement such as townhouses are permitted as long as site sensitive <br />design occurs. Cluster development standards are required. <br /> <br />Although the recommendation of the Plan is for residential uses, the subject property is currently <br />developed with a religious institution, Gilwood Presbyterian Church, which has occupied the site since <br />1887, well before zoning was adopted. The rationale of the OI district states that the OI district is for low <br />intensity office and institutional uses that can be complementary to adjacent residential land use. <br /> <br />
