RATIONALE <br />Cabarrus County, due largely to its proximity to the Charlotte-Mecklenburg metropolitan area, <br />is in a growth mode which will, in all probability, continue. While the issue of farmland <br />preservation may ultimately be more driven by market economics, it still behooves policy <br />makers to prudently attempt farmland preservation. Chrystal Swinger, Cabarrus Health Alliance <br /> <br /> <br />Land Use Plan Analysis <br /> <br />The subject property is located within the boundary of the Eastern Land Use Plan (Plan) and is planned <br />for Agricultural/Open Space uses. The Agricultural/Open Space district of the Plan emphasizes a strong <br />rural, pastoral feel. Compared to more rapidly developing areas of the County, eastern Cabarrus County <br />is a sparsely developed and predominately rural residential and agricultural area. <br /> <br />Although the recommendation of the Plan is forresidential uses, the subject property is currently <br />developed with a religious institution, Cross of Christ Lutheran, which has been in existence since 1882, <br />well before zoning was adopted. The rationale of the OI district states that the OI district is for low <br />intensity office and institutional uses that can be complementary to adjacent residential land use. <br /> <br /> <br /> <br /> <br />
